Strengths and career highlights related to research and evaluation of health services
programs include design, development, coordination and evaluation of health services
programs for diverse groups of populations and settings. These include:
 Access to care: These programs assessed barriers to health services, and factors
and systems that increase access to health services including identifying the
strengths and weakness of the health services programs and identifying key
opportunities to intervene to increase access to care.
 Utilization of care: These programs described and assessed linkages and
processes within and between agencies, organizations and programs (e.g. services
systems mapping); described populations served and patterns of health services
utilization and delivery provided by a non-profit volunteer coalition of health care
services’ providers.
 Cost of care / Financing of care: Fully coordinated, community-based, case
management programs using a multi-agency, community-service integration
model and evaluated if these programs were viable and cost-effective approach
for managing health services needs for the uninsured, the homeless, and the
medically underserved population who are in need of primary and specialty health
care.
 Health services outcomes including quality of life: Programs that studied
clinical indicators that assess health structures, processes, and outcomes, which
allowed the quality of care to be measured. These include satisfaction of
population with health services received; if health services received impacted day-
to-day functioning (i.e. physical, mental, emotional, and social functioning), and if
services received by clients improve ability to work (ability to go back to work or
miss fewer days at work), improve general health status and clinical indications,
and ultimately overall quality of life. A program that assessed satisfaction of
parents of children with special health care needs with treatment by office staff,
communication with the pediatrician, involvement in decision-making and
coordination of services outside the practice and a longitudinal study of a
pediatric practice-based versus an agency-based model of care coordination for
children and youth with special health care needs.
PROFESSIONAL EXPERIENCE
Senior Research and Evaluation Specialist, University of North Florida School of
Nursing (UNF-SON), Jacksonville, FL, August 2013 to present
 Provide key input and actively participate in UNF-SON’s community health nursing
health services programs and projects. Work with nursing faculty on health services
programs development and evaluation of these programs.
 Responsibilities include research and evaluation design and planning, process and
program evaluation, psychometric studies, grant writing, IRB submissions, literature
and document reviews.
 Active role in working with community partners in the planning and implementation
of health services programs.
 Serve as data analyst on the evaluation of health services programs, prepare, and
present reports to faculty and community partners. These programs and studies
include evaluating impact of service-learning course to nursing students and faculty;
evaluating impact of university-community partnership on patient outcomes (clinical
indicators, mental and emotional, access to care, and quality of life), community
based-clinics, students, and faculty; and psychometric studies on data collection
instruments used in community nursing programs.

 Managed reviews of interventions submitted to NREPP, an initiative of the
Substance Abuse and Mental Health Services Administration (SAMHSA). These
included health services programs that were developed and implemented across the
country and internationally including those submitted through the Center for Mental
Health Services (CMHS) and Center for Substance Abuse Prevention and Treatment
(CSAP/CSAT). Included in these reviews were programs on epidemiology, health
services and prevention research addressing drug abuse/addictions and related risk
behaviors, and mental health promotion and treatment programs.
 Provided key input in the ongoing improvement of policies and procedures related to
NREPP reviews of health services programs.
 Served as a content expert to provide guidance and recommendations to program
developers and expert reviewers on information and materials related to strength of
evidence and other NREPP review process of health services programs.
 Actively participated in the triage of health services program materials submitted for
NREPP review.
 Provided key input and training of research scientist recruited to serve as NREPP
reviewers and other Research Coordinators. Facilitated expert panel discussions on
NREPP review related process.
 Led a descriptive evaluation study on health services programs submitted for a
second review of NREPP, and served as the primary author of an article about the
findings of this study.

description of the existing mental health system of Duval County from the
perspective of segments of the community that has a stake in the system (i.e.
providers, practitioners, funders, private and public agencies, family and youth).

serves children, youth and their families, and describe the linkages and processes

Duval County.

  • 1. EDESSA C. JOBLI, MD, MPH Strengths and career highlights related to research and evaluation of health services programs include design, development, coordination and evaluation of health services programs for diverse groups of populations and settings. These include:  Access to care: These programs assessed barriers to health services, and factors and systems that increase access to health services including identifying the strengths and weakness of the health services programs and identifying key opportunities to intervene to increase access to care.  Utilization of care: These programs described and assessed linkages and processes within and between agencies, organizations and programs (e.g. services systems mapping); described populations served and patterns of health services utilization and delivery provided by a non-profit volunteer coalition of health care services’ providers.  Cost of care / Financing of care: Fully coordinated, community-based, case management programs using a multi-agency, community-service integration model and evaluated if these programs were viable and cost-effective approach for managing health services needs for the uninsured, the homeless, and the medically underserved population who are in need of primary and specialty health care.  Health services outcomes including quality of life: Programs that studied clinical indicators that assess health structures, processes, and outcomes, which allowed the quality of care to be measured. These include satisfaction of population with health services received; if health services received impacted day- to-day functioning (i.e. physical, mental, emotional, and social functioning), and if services received by clients improve ability to work (ability to go back to work or miss fewer days at work), improve general health status and clinical indications, and ultimately overall quality of life. A program that assessed satisfaction of parents of children with special health care needs with treatment by office staff, communication with the pediatrician, involvement in decision-making and coordination of services outside the practice and a longitudinal study of a pediatric practice-based versus an agency-based model of care coordination for children and youth with special health care needs. PROFESSIONAL EXPERIENCE Senior Research and Evaluation Specialist, University of North Florida School of Nursing (UNF-SON), Jacksonville, FL, August 2013 to present  Provide key input and actively participate in UNF-SON’s community health nursing health services programs and projects. Work with nursing faculty on health services programs development and evaluation of these programs.  Responsibilities include research and evaluation design and planning, process and program evaluation, psychometric studies, grant writing, IRB submissions, literature and document reviews.  Active role in working with community partners in the planning and implementation of health services programs.  Serve as data analyst on the evaluation of health services programs, prepare, and present reports to faculty and community partners. Included in these reviews were programs on epidemiology, health services and prevention research addressing drug abuse/addictions and related risk behaviors, and mental health promotion and treatment programs.  Provided key input in the ongoing improvement of policies and procedures related to NREPP reviews of health services programs.  Served as a content expert to provide guidance and recommendations to program developers and expert reviewers on information and materials related to strength of evidence and other NREPP review process of health services programs.  Actively participated in the triage of health services program materials submitted for NREPP review.  Provided key input and training of research scientist recruited to serve as NREPP reviewers and other Research Coordinators. Facilitated expert panel discussions on NREPP review related process.  Led a descriptive evaluation study on health services programs submitted for a second review of NREPP, and served as the primary author of an article about the findings of this study.
