They are completely italians, but not by law
From a legal point of view, children born in Italy to foreign parents are considered to be
foreigners (...), although de facto Italians, since their path of growth and socialization,
language acquisition and acculturation occurs within spaces education in the host country.

IUS SANGUINIS criterion heirs of Italians are Italians (art. 1, p. 1)
Excluding criterion:
Those who are born in Italy to foreign parents are
foreigners
Sole concession:
Those who are born in Italy to foreign parents, if legally
and continuously residing in Italy, after 18th birthday
have only 1 year to apply for citizenship
