Far more detail inthe Regulations especially around procurement and tendering
Must provide a private telecommunicationsnetwork, transversal information systems, data processing or associated services for transversal information systems/
R&D on transversal contracts includes liaising around Departmental requirements, setting standards in co-operation with Departments, benchmarking of products
SITA is actively involved in setting the MIOS standards for government.
But TreasuryPractice Notes also require Public Entities to make use of existing transversal contracts where they exist and to adhere to GWEA, MIOS, MISS, etc.
Departments and Public Entities will be audited for compliance to engagement guidelines andadherence to their normal procurement policies.
Open tenders / quotes must be used where no transversal or other contracts are available for use, and are open for any supplier to bid.
The end userDept/ Public Entity’s Account Officer has the authority to accept or decline the recommendation, and make the award.
Suppliers can also register as SITA suppliers for RFQs and open tenders at SITAwebsite. SITA does not prescribe howDepartments must advertise but all listed suppliers must have a fair chance to bid and normal principles for fair and transparent procurement apply.
The fraudand corruption line is operated independently of the SITA structures and reporting is received directly at executive level.Complainentsmay also remain anonymous from having their names conveyed to SITA.
