This opinion piece discusses the merits and pre-emptive nature of the latest Federal Communications Commissions (FCC) regulation, through which broadband access was reclassified as a telecommunications service and thus applying Title II (common carrier) of the Telecommunications Act of 1934 to Internet service providers. The argument in favor of this regulation is supported by facts, such as, (a) slower broadband connections drive-away web-surfers, and (b) net-neutrality does not impede innovation.

Chapter VIII E-Government and Creating a Citizen-Centric Government: A Study of Federal Government CIOs Christopher G. Reddick, The University of Texas at San Antonio, USA Abstract This chapter examines the relationship between e-government and the creation of a more citizen-centric government. This study provides a conceptual framework showing a possible relationship among management, resources, security, and privacy issues that would lead to creating a more citizen-centric government with e-government. It explores the opinions of chief information officers (CIOs) on e-government issues and effectiveness. A survey was administered to federal government CIOs in June and July 2005. The survey results revealed that CIOs who have higher management capacity and project-management skills were associated more with creating a more citizen-centric federal government. The contribution of this study to the literature on e-government is that it identifies two key attributes that CIOs can attain in order to reach higher stages of e-government advancement for their department or agency. 144 Reddick Copyright © 2007, IGI Global. Introduction Electronic government or e-government in this study is defined as the delivery of government information and services to citizens through the Internet 24 hours a day, 7 days a week. This definition has been used in other empirical studies of e-government adoption (Moon & Norris, 2005a). This research adds to this definition with Grant and Chau’s (2005) interpre- tation of e-government as a broad-based transformative initiative, which is consistent with creating more citizen-centric government. Gronlund (2005) reviews the various definitions of e-government. That author has found they share a common theme of the need for organi- zational transformation through technological implementation. We realize that focusing on the Internet and e-government is a more limited way of examining e-government because of the rise of non-Internet technologies (Gronlund & Horan, 2004). Citizen-centric government is the delivery of government services continuously to citizens, businesses, and other government agencies through the Internet (Seifert & Relyea, 2004). Citizen-centric government through e-government acts more as a transformation tool that provides a new government model based on being citizen focused (Schelin, 2003). Some scholars have argued that for e-government to fully realize its capabilities, it must transform government from agency centric to citizen centric (Seifert & Relyea). The findings of this article indicate that e-government has developed incrementally and has not been transformative, as many early writers envisioned. In this article, the authors address the recent trajectory of local e-gouernment in the United States and compare it with the predictions of early e-govemment writings, using empirical data from two nationwide surveys of e-government among American local governments. The authors findtha: local e-government has not produced the results that those writings predicted. Instead, its development has largely been incremental, and local e-government is mainly about delivering information and services online, followed by a few transactions and limited inter activity. Local e-government is also mainly one way, from government to citizens, and there is little or no evidence that it is transjormatiue in any way This disparity between early predictions and actual results is partly attributable to the incremental nature of American public administration. Other reasons include a lack of attention by earl) writers to the history of information technology in government and the influence of technological determinism on those writings. For much of the past two decades, govern-ments across the globe have been adopt-ing and expanding an innovative means of delivering government information and services to citizens (G2C), businesses (G2B), and governments (G2G). This phenomenon has come to be known as electronic government or e-government. Today, all national governments, nearly all subnational governments, and most local governments of any size have official Web sites through which they deliver information and services electronically, 24 hours per day, seven days per week. By almost any standard, this is an incred- ible story of technology adoption by governments over a very short period of time. As we will discuss in the literature review, in the early days of e-government, numerous predictions were made about its development or evolution, many of which were highly optimistic, suggesting that e-government would be not only ever expanding but also ever progressive. E-government, so the claims went, would improve the effectiveness and efficiency of government information and service delivery. It would also lead to an end state that would include the integration of information and service delivery both within and among governments, would transform governments themselves, would fundamentally transform relations between governments and the governed, and, ultimately, would produce electronic democracy. Identity and trust are two important elements that surround any service-providing system. They become more critical when such systems operate in distributed environments and deal with sensitive details. This paper explains how a government-trusted digital infrastructure would address both identification and trust requirements and would support the development of citizen-centric government services. The main contribution of the paper is the presentation of a framework adopted by the government of the United Arab Emirates (UAE) that provides a systematic approach to creating a robust information-sharing system within a secure environment. A model is also presented to explain how synergy among institutions is planned to be achieved and how online users would access web-based government services with a single login using a universal smart identity card.
