Time has not stopped, much has been going on in this area over the past several monthsThroughout 2011 staff worked with a consultant team and council appointed advisory group to develop a draft master planWork was completed in late 2011 with updates provided to Council in OctoberKey medical stakeholders continue to make significant investmentsCity sought and secured funds from State to upgrade Rock Prairie Road Bridge Design underway
City partnered (via HOME funds and support of tax-credit application) affordable senior housing and medical services projectSignificant investment in wastewater and electric facilities to serve new Scott & White facilityPreliminary design underway for voter-approved Lick Creek Greenway Path which will serve area and provide ped and bike connections to large areas of CityImprovements to Bird Pond Road, preliminary design of Rock Prairie Road East and West, and Barron Road extensionSeveral meetings with property owners and other key stakeholders on-goingOn-going communications (face to face and regular e-mail updates)And development of staff proposal for adoption and implementation – focus of remainder of presentation
Staff proposal – not just a normal planning process where we would complete plan and then ask for adoptionStaff refining elements of draft master planNeeds more (complex, many stakeholders, significant public role, etc)Staff is proposing that consideration of adoption of the master plan only following development of framework (ie generally how we anticipate implementing each of these components) for three major components of successful implementationThis way everyone has better idea of what it means to adopt the master planRegulations & Standards – this is where we will identify what types of regs (zoning – form-based, overlay, other, architectural standards, design standards, etc)Management, marketing and operations – this is where we will explore best way to effectively manage the area (municipal management district, public improvement district, advisory group, etc)Capital improvements – this is where we will define capital needs and explore methods for paying for such needs (such as TIRZ/TIF, assessments, etc)Of course throughout this process we will continue to communicate with stakeholders and seek their feedback on each of the frameworks as we develop themIn the end we hope to present a refined plan for adoption along with each of the frameworks for consideration at the same time
We realize time is of the essenceWe want to do this right but we also want to seize the moment and to keep things movingAs already mentioned, certain things will keep getting done (Rock Prairie Road Bridge, stret improvements, etc)We expect to have the refined draft ready for public hearings in spring (April?) and then adoptionWe hope to have identified a management structure to the extent that by this same time it can be formalized (for example initiate the development of a municipal management district)We also hope to identify the initial financing mechanism (such as a TIRZ/TIF) so that we can continue to make progress with the major capital improvements and also to “capture” new value as development occurs
