Enrolment in secondary grew by 6 percent a year on average against 3.6 percent in primary
Progress slower in FCACs: the decrease in the average annual growth rate of the number of out-of-school children from 2000 to 2011 was −6.8 percent, three times more rapid than the corresponding decrease in the FCACs (−1.9 percent)
