Recent changes in society continue to call into question the ability of core states to manage increasingly complex development issues on their own. Water governance remains a critical issue, as it involves determining the roles and responsibilities of different interests – public, civil, and private – in the management and development of water resources, analyzing the balance of power and actions at different levels of authority. Water governance must be readapted and translated specifically into political systems, laws, regulations, institutions, financial mechanisms, civil society development, and consumer rights. It must go beyond the traditional public sector and market-oriented sectors of governance, seeking coordinated schemes in which new, more dynamic relationships emerge between different participants and stakeholders (Sandoval, 2007). In recognition of the importance of water, the United Nations (UN) 2030 Agenda for Sustainable Development includes target 6, which aims to "ensure the availability and sustainable management of water and sanitation for all". The target highlights the need for an integrated approach to water, resource management, and development that recognizes the multiple competing demands on freshwater resources. Water governance refers to the set of political, social, economic and administrative systems that are in place to develop and manage water resources, to deliver water services and implement solutions for improving water quality, at different levels of society (Sandoval, 2007; ANA, 2011a). It also includes a range of water-related topics, such as health, food security, economic development, land use and preservation of the ecological system on which water resources depend (UNDP, 2011). The objective of this paper is to discuss water governance as a means of democratization and advances in the shared management of water resources. Through a literature review, the concept of water governance is presented and the development of environmental concern and water management is discussed. Although participatory management has increased in the country, seeking to resolve stakeholder problems and conflicts, there are still challenges to be overcome to reach effective agreements, both in terms of form and quality of decisions. In addition, the work offers an overview of the National Water Resources Management System and the creation of basin committees in Brazil. This reflection on water governance and advances in the shared management of water resources considers this issue to be of paramount importance since water scarcity is an increasingly present reality throughout the world. Water governance, in turn, becomes an essential tool in the search for sustainable solutions for the management of water resources. This should be a detailed specification of the public value outcomes aimed for by the organization and those working within it. It underlines the importance of pursuing aims that will bring measurable benefit to the public sphere and which address the expressed or revealed priorities of a given population. Public Value aims should be a reconciliation of what the public values with what protects and enhances the public sphere (Benington, 2010). These two aspects are often in tension and sometimes in conflict. Considering what the public most values places an emphasis on dialogue with current citizens, whereas the question of what adds value to the public sphere emphasizes the longer term public interests (e.g. future generations). This paper reports on the experience of the authors in designing and using computational models of public policy (‘policy models’, for short). The paper considers the role of computational models in policy making, and some of the challenges that need to be overcome if policy models are to make an e�ective contribution. It suggests that policy models can have an important place in the policy process because they could allow policy makers to experiment in a virtual world, and have many advantages compared with randomised control trials and policy pilots. The paper then summarises some general lessons that can be ex- tracted from the authors’ experiencewith policymodelling. These general lessons include the observation that o�en themain benefit of designing andusing amodel is that it provides anunderstanding of the policy domain, rather than the numbers it generates; that care needs to be taken that models are designed at an appropriate level of abstraction; that although appropriate data for calibration and validation may sometimes be in short supply, modelling is o�en still valuable; that modelling collaboratively and involving a range of stakeholders from the outset increases the likelihood that the model will be used and will be fit for purpose; that attention needs to be paid to e�ective communication betweenmodellers and stakeholders; and thatmodelling for public policy involves ethical issues that need careful consideration. The paper concludes that policy modelling will continue to grow in importance as a component of public policy making processes, but if its potential is to be fully realised, there will need to be amelding of the cultures of computationalmodelling and policymaking. Deanna’s Input for Question 1: As Chief Executive Officer of Riverside County, water resources are a top priority to ensure public needs are adequately being met for all county communities. Water is essential and a human right. Without water, life will not exist. The sources of drinking water (both tap water and bottle water) include rivers, lakes, streams, ponds, springs, and wells. It is extremely important to eliminate as much contaminants in drinking water for the public health. As such high demands in the county for clean drinking water, there is a need to create a new water management policy, which includes the development of a new drinking water treatment plant to respond to this critical need. The following steps are proposed to help coordinate the new water management policy. The first step is to ensure that choices are rational and based on facts to the highest extent possible. This will help to reduce the tendency for decisions to be driven by individual and/or groups who may be motivated by personal and political interests. One way I would go about this task is to ensure the process is rational and use a policy development framework such as the Eightfold Path. The process includes the following steps. Policy Development Framework – Eightfold Path 1. Define the problem – review literature to determine conditions that cause the identified problem. 2. Assemble evidence – review sources to ensure they are coming from a trustworthy scholarly source, for example: college or public library; peer-reviewed journal; and database which contains peer-reviewed journals. Additional reputable policy review sources include: Public Policy Institute of California; Legislative Analyst’s Office; United States Government Accountability Office; and the Congressional Research Service. 3. Construct alternatives – review and report on alternative policy options. 4. Select criteria – introduce evaluative criteria for the policy (e.g., efficiency, policy sustainability, political acceptability, etc.). 5. Project outcomes – develop outcomes matrix; include project outcomes that others may be interested in. 6. Confront trade-offs – conduct marginal analysis; clarify the trade-offs between outcomes associated with various policy options. 7. Narrow and decide – determine plausibility of proposed course of action. 8. Communicate and disseminate – ensure final narrative is digestible and not too technical in nature; tailor final report to meet the needs of county’s audience (community business owners, residents and environmentalist) Stakeholder - Due to high demands and the complexity of the issue, the challenge of creating a new water management policy would be best undertaken through a collective effort of government, private and non-profit sector leaders.
