- Since the budget process begins in August/September of the previous year, much of the work on the upcoming budget document was done by the Sanders’ administration. And, new staff for the budget didn’t start until last month or so. That said, the FY 2014 budget is a Sanders budget. His administration has made it clear that it will be very different next year.

- How to read the a financial schedule (10 Minutes)General Fund doesn’t fund everything. City has many funds. General fund is the most flexible. Most other funds have significant strings attached about how they are used.
- If you want to understand our total financial position (savings, earnings, expenses) look at the bottom of these schedules. How much City expects to earn, how much it expects to spend and how much is in reserves/savings for the FY.

- The city pulls in revenues and expenses. It helps us understand our reserves.
- We anticipate a $40 Million budget short fall.Will be a lot of discussion about why we have such a large shortfall and many arguments about how to fill it. Being able to read the budget will help you to understand the arguments and make your own analysis. The questions to ask should be who pays, who benefits, who decides and who is left out?City Council Reserves policy says we need to remain at 8%. We are at 13.8% and we are facing a $40 Million dollar budget shortfall. Meanwhile we are talking about slashing vital services. We are saving for a rainy day during a monsoon.

- Volume 2: How to read a Department Budget: Example: Park and Rec
- Departmental budget shows many things:Reviews the goals of the department that are supposed to be supported by the budget. Is the department meeting the goals in your opinion? Could they being doing better? Are some goals missing or should some be changed?
- 2. Discusses what was achieved last year. Do you agree with the priorities? How would you change them?
- Review Department Budget (Operating)3. Department Summary tables show how much the department expects to earn, how much it expects to spend, and how that has changed over time, especially from last FY to this FY. Same with personnel. Are we cutting staff or adding staff overall? Shows that Park and Rec brings in only 60% of the money it spends.
- Is then reported by fund type, beginning with General Fund, which is the biggest and most flexible.
- 4. What significant changes are expected from the last FY. For example, FY 2013 increased mowing of athletic fields and increased hours at 56 rec centers from 40 to 45 hours per week.
- 5. Expenditures by category. Energy and utilities line item. Could the City save money by changing to lower water use or using alternative energy?
- 6. Revenues by category. Nearly 1/2 of revenues come from fees collected. But is only 1/3 of total costs of the current service level. One popular budget discussion is increasing fees users pay. How would this impact your neighborhood? Impact you?
- Finally,can review how many employees there are, what they do and what they earn. For example, the rec leaders who work with our kids, how much do they make? There are about 76 of them, paid hourly, and making between $25-30,000/yr. - What is CIP? Capital Improvement Projects are big building or maintenance projects for the City. It could be building a library or replacing its roof. As opposed to fixing something small like replacing a toilet or broken light.

- This table lists the CIP projects by percent of the estimated project cost that is unfunded, and how much of a priority it is for the City. For example, the Fire Station No. 45 is a high priority and was only 41% funded. Like the Skyline Hills and San Ysidro libraries, it was funded through issuing bonds this year.

- Look on the City Financial Management webpage for a specific projects in the budget document and also use the CIP website tool. How much money does the project have? Status of the project? What information can you find? Can you see a breakdown of the project?If your project didn’t come up, come down to city hall and advocate. If there is something you really want call your Councilmember or the Mayor. You can ask for a more detailed line items if you need more information about the budget.
