Description: The Purdue Owl provides basic and general guidelines for grant writing.
Purdue Owl would be helpful as an introductory tool for first time grant writers. The
resource includes topics regarding tips for following the grantmaker’s rules, specificity in
writing, clarity in writing, making the request, and language considerations. Purdue owl
provide information on how to avoid using generalizations and absolute language in
grant writing. Examples of absolute language are all, none, never, etc. The website also
educates grant writers how to describe and justify the need, state the request clearly,
state the benefits for both parties, and to provide a path of action.

Description: Grant Space is an online website that provides information for developing
proposals and finding funders. The website provides numerous training events that are
hosted all over the US dedicated to grant writing. Some of the events are a webinar and

some are in classroom settings. Some of the training events are free of cost and some
do cost a specific price. Examples of some of the training event topics are proposal
writing basics, proposal budgeting basics, grant seeking basics, introduction to finding
funders, grants professional association meeting, and many more. The website also
provides short videos periodically related to grant writing such as how to write a
persuasive proposals in a short(er) story format, securing a government grant, and what
are potential red flags when you are reviewing proposals.

Description: The Foundation Center provides a proposal writing short course. The
course’s topics are gathering background information, components of a proposal,
executive summary, statement of need, project description, budget, organizational
information, letter proposal, and the conclusion. Under the statement of need section
the resource provides six vital topics the needs statement should address. This would
be very helpful when writing a grant proposal as the needs statement is the heart of the
grant proposal. Under the budget section there is a figure that represents a portion of a
worksheet for a year-long project that would be helpful to use as a reference when
preparing a budget section for a grant proposal.

Available Searchable Databases Offering Lists of Grants
I. The Catalog of Federal Domestic Assistance

Description of Database: The Catalog of Federal Domestic Assistance is ran by the
General Services Administration. The website can be search by programs, agencies, or
regional agency offices. Searchable programs that are health related are environment,
agriculture, food and nutrition, consumer protection, disaster prevention and
relief/emergency preparedness, health and medical, natural resources, and youth
development. Under advanced search settings the website allows you to search based
on use of assistance, applicant eligibility, beneficiary eligibility, and deadlines. Under
the agency section the agencies are categorized in alphabetical order and includes a list
of number of offices and programs. Under the regional agency offices section lists
agencies along with the location and phone number.
Eligibility: Anyone is able to use CFDA as a searchable database for grants. The
database offers a search engine that includes 24 different eligibility requirements for

grants. Examples of some of the applicant eligibility requirements are federal, interstate,
intrastate, profit organization, private nonprofit institution, small business, and
specialized groups.
II. Fundsnet Services

Description of Database: Fundsnet is an independently owned searchable database for
grants. Fundsnet offers searchable grants in the following health related categories:
animal & wildlife, children & youth, human services, HIV/AIDS prevention, hunger and
homeless, and environmental and conservation.
Eligibility: The eligibility for Fundsnet is specific to the RFP that is searched or the
agency searched as Fundsnet is used as a database to find grants, foundations, and
philanthropy.

Description of Database: Grants.gov is a searchable database that is sponsored by the
United States Department of Health and Human Services. The database is used to
search grants and to track grants that an organization has already applied for.
Agriculture, community development, consumer protection, disaster prevention and
relief, environment, food and nutrition, health, humanities, and natural resources are all
categories health related that can be browsed through to search for grants. Agencies
and eligibilities can also be browsed through on the website.
Eligibility: Anyone can use the database to search grants but to apply for the grants
through the database they must register. The following eligibility requirements are
searchable on grants.gov: Government organizations, education organizations, public
housing organizations, nonprofit organizations, small businesses, and individuals.

Federal Governmental Agencies Funding Health Related Programs
through Grants
I. Environmental Protection Agency

Description of Agency: The Environmental Protection Agency’s mission is to protect
human health and the environment. Goals the EPA specifically works towards is
reduction in environmental risks using the evidence based practices and research,
developing and enforcing federal laws to protect human health in a fair and effective
manner, providing access to reliable and valid information regarding human health
management and environmental risk in all parts of society, efforts towards making
communities and ecosystems diverse, sustainable and economically productive, and
collaboration with other nations to protect the environment globally.

Eligibility: Nonprofit organizations that are and are not tax exempt under section 501©
(3) with the IRS are eligible to apply as long as they do not have a higher education third
party.
Health Topics: EPA addresses topics such as air, chemicals and toxins, climate change,
emergencies, greener living, health and safety, land and cleanup, pesticides, waste, and
water to protect individual’s environment in the home, workplace and community.
Target Population: The target population for the EPA is economically distressed
communities and geographic locations that require improved environmental health.
II. Corporation for National & Community Service

Description of Agency: The Corporation for National and Community Service is an
agency that provides services through Senior Corps, AmeriCorps, and the Social
Innovation Fund. The agency is the largest grantmaker providing services and
volunteering. The CNCS’s mission is to improve lives, strengthen communities, and
foster civic engagement through service and volunteering. The CNCS strives to use
service learning principles that supports life-long civic engagement, help rural and
economically distressed communities obtain access to public and private resources, and

use programs to build stronger, efficient, and sustainable communities that are
prepared for disaster preparedness and response.
Eligibility: The CNCS states that eligibility requirements vary by program. National and
local nonprofits, schools, government agencies, faith-based and community
organizations, and other groups committed to strengthening their communities through
volunteering are all eligible to apply for funding.
Health Topics: The health topics that the CNCS focuses on are disaster services,
economic opportunity, education, environmental stewardship, healthy futures, and
veteran and military families.
Target Population: The target population for the CNCS is the overall population of the
US with some focus on health disparities related to low socioeconomic status and lack of
education. Other areas of the population the agency focuses on are veterans and
military families, youth, and senior citizens.
III. Administration for Children & Families (US Department of Health and Human Services)

Description of Agency: The mission of the Administration for Children & Families is to
implement leadership and partnership to effectively deliver human services to improve
their wellbeing. The ACF’s goals are to facilitate family and individual empowerment to
improve their financial and productivity status, build strong and healthy communities to
promote the quality of life and development of children, increase accessibility to
services, and address the needs of the population at risk.
Eligibility: To be eligible to apply for grants with the ACF organizations or individuals
must register with grants.gov, SAM.gov, and DUNS Number registration. Applicants are
also required to be a government organization, nonprofit organization, native
Americans/tribal organizations, educational organizations, or a small business to be
eligible to apply.
Health Topics: The health topics that ACF provides funds for are children & youth,
communities, emergency response and recovery, families, Hispanic outreach, human
trafficking, LGBT, Native American/tribes, and refugees. An example of a grant ACF
awards is programs directed to providing street-based services to the runaway,
homeless and street youth population who have experienced abuse and neglect.
Target Population: The population being served by the ACF grants are families, children,
individuals, and communities of the US.

I. Illinois Department of Public Health

Description of Agency: Illinois Department of Public Health is an agency dedicated to
the health and wellness of the Illinois population. The agency provides programs
regarding childhood immunization, infectious disease control, chronic disease control,
emergency preparedness, women’s health promotion, and many more. The agency
actively uses education and evidence-based practices for the promotion of healthy
lifestyles and prevention of unhealthy lifestyles for people of Illinois.

Eligibility: State and local governments, nonprofit organizations, hospitals, profit
organizations, and foreign institutions, and college and universities are all considered
eligible to apply for funding with the Illinois Department of Public Health.
Health Topics: Topics that the IDPH covers are chronic & infectious diseases and
conditions, reduction of disease and injury incidences rates caused by environmental
factors, programs and services directed towards specific populations, surveillance data
and laboratory testing, promoting healthier and safer lifestyles, and providing resources
for healthcare professionals in Illinois.
Target Population: The target population for the Illinois Department of Public Health
are individuals that reside in Illinois.
II. Illinois Department of Natural Resources

Description of Agency: The Illinois Department of Natural Resources mission is “To
manage, conserve and protect Illinois' natural, recreational and cultural resources,
further the public's understanding and appreciation of those resources, and promote
the education, science and public safety of Illinois' natural resources for present and

future generations.” The agency’s goals are devoted to restoring, managing, and
protecting wildlife populations in order to promote wildlife diversity and reduce
negative interactions with people. Other goals also include the development,
implementation, and delivery of programs that focus on public awareness, appreciation
and support for proper protection, management and use of wildlife resources, ant the
health and safety of Illinois citizens and visitors.
Eligibility: Local units of governments, local governments, public museums, federal
government agencies, state government agencies, local government agencies, nonprofit
organizations, private operators of recreational facilities open to the public, teachers,
nature center personnel, and youth group leaders are all eligible to apply under the
specific grants offered by the Illinois Department of Natural Resources.
Health Topics: Types of grants offered by the IDNR are land and water conservation,
park and recreational facility construction, special wildlife funds, schoolyard wildlife
habitat, and bike paths. Examples of projects that have been funded for by the agency
are the building of fields for sports, trails with fitness stations, outdoor classroom
treehouse shelters, and adventure/educational play structures and interpretive prairie
gardens. Also projects implementing tree/care preservation ordinances, forest
insect/disease mitigation plans, public education on urban forestry, training of city staff

on tree care, and tree care demonstrations and utility conflict resolutions. Projects that
preserve, protect, acquire or manage habitat may also be funded for.
Target Population: The target population of the Illinois Department of Natural
Resources is residents of Illinois. The agency targets not only humans in Illinois but the
wildlife as well.
III. Illinois Department of Children & Family Services

Description of Agency: The Illinois Department of Children & Family services is a child
welfare agency for the state of Illinois. The Agency is responsible for reducing the
number of children in foster care from 51,000 in 1997 to 15,000 currently. DCFS is
motivated to provide safe, loving homes and brighter futures for children in Illinois.
Eligibility: Public agencies, incorporated private agencies and qualified individuals are
classified as eligible to apply for grants that Illinois DCFS awards people.
Health Topics: The DCFS of Illinois consists of a safe kid’s topic that relates to the
prevention of child abuse and neglect, protecting children from domestic violence,
reporting child abuse and neglect, runaways and missing kids, substance abuse, and
health and safety tips for children. The agency also covers topics related to preserving

families, grandparents and older caregivers raising children, finding quality health care,
promoting independence, and making healthy choices for families.
Target Population: The target population for the agency is vulnerable children,
caregivers, and the population that has witnessed some sort of child abuse or neglect
that reside in the state of Illinois.
Foundations Funding Health Related Programs through Grants
I. Bill and Melinda Gates Foundation

Description of Foundation: The Bill and Melinda Gates Foundation’s mission is overall to
improve the quality of life for individuals. The foundation uses collaboration among
partnerships to address the health needs of the populations they serve. The foundation
also seeks to decrease poverty in underdeveloped countries.

Eligibility: The Agency does not fund grants directly to individuals, projects addressing
health problems in developed countries, political campaigns and legislative lobbying
efforts, building or capital campaigns, and projects that mainly serve religious purposes.
The agency grants most of its funds to nonprofit agencies.
Health Topics: The health topics that the agency funds are family planning; polio;
nutrition; polio; vaccine delivery; water, sanitation, and hygiene; and maternal,
newborn, and child health. In underdeveloped countries the agency seeks to reduce
mortality rates as the risk factors for poor maternal and child health are preventable.
For nutrition the agency is focused on reducing the incidence of under nutrition and
malnutrition in underdeveloped countries. This year the agency awarded the University
of Washington a grant to implement a global health program that addresses enteric
diseases and diarrhea that is caused by water and sanitation practices. Emory
University was also granted funds by the agency for the global health program directed
towards a global data resources used to track infectious diseases and preventable
causes of death among children under the age of 5.
Target Population: The target population of the agency is mostly underdeveloped
country populations. A lot of the populations the programs are directed towards or

children and pregnant women in underdeveloped countries. The target population is all
individuals living in poverty in underdeveloped countries as well.
II. W.K. Kellogg Foundation

Description of Foundation: The Mission of the W.K. Kellogg foundation is to increase
racial equity, community and civic engagement, education, educated kids, healthy kids,
and secure families. The foundation works to improve the development of children and
reduce poverty levels both nationally and internationally.
Eligibility: Applicants must be qualified under the regulations of the United States
Internal Revenue Service. They do not provide funding for the operational phases of
established programs and capital requests such as the construction, purchase,
renovation, and/or furnishings of facilities. They also do not provide funding for
equipment, workshops, conferences, scholarships or tuition assistance, films, television
and/or radio programs, endowments, development campaigns, or research programs

unless they are necessary to make the program whole that is being proposed for
funding. The agencies that are eligible to apply are nonprofit, public/government,
individual, and nonprofit/for charity. Although the nonprofit/ for charity agencies must
be located in Latin America or the Caribbean only.
Health Topics: The health topics the foundation focuses on are the education of
children, healthier children, and more secure families. In more detail, the foundations
wants to increase the number of children that are proficient in math and reading by the
time they reach the third grade. In order to create healthier children their focus is to
increase the number of children that are born at the healthy weight and that receive the
care and nutrition they need for optimal development. And their last main health topic
they fund for, are the efforts in increasing the number of family and children living at
least 200 percent above the poverty level.
Target Population: The target populations that the foundation funds for are people and
children living in poverty. The priority places of the foundation are Michigan,
Mississippi, New Orleans, Mexico, Haiti, and Mexico. The projects must target
vulnerable children to receive funding from the foundation.
III. Robert Wood Johnson Foundation

Description of Foundation: The Robert Wood Johnson Foundation is a philanthropy that
is dedicated to health of individuals in America. The ultimate goal of the foundation is
to create a healthier America.
Eligibility: Public agencies, universities, and public charities that are tax exempt under
section 501 © (3) are eligible to apply for grants. The foundation does not distribute
grants to individuals and very seldom to foreign organizations or organizations that are
not tax exempt under the IRS. The foundation will not fund any programs directed
towards end-of-life care, long-term care, specific chronic conditions, and physical
activity for adults age 50 and older. Other projects that they do not fund for are
ongoing general operating expenses or deficits, endowment or capital costs, basic
biomedical research, research on drug therapies or devices, direct support of
individuals, and lobbying of any kind.
Health Topics: Health topics that are covered by the foundation are family and child
health, nutrition to support children development, expanding affordable and quality
healthcare coverage, community development, increasing value from investments in
public health care and population, and investing in capacity building with community
partners pursuing the culture of health. Some programs that the foundation has funded
are Awards to Eliminate Health Disparities, Exploring Regional Food Systems to Improve

Healthy Food Access in Underserved Communities, and Exploring Issues to Address
Disaggregation of Health Data within Ethnic/Racial Groups.
Target Population: The target population of the foundation is very broad as it can be for
populations in America experiencing health disparities, skill development of health care
leaders across the country, and the youth of America.

Description of Corporate Foundation: The Aetna Foundation is dedicated to improving
the health care and providing community support. The foundation has supported
disease prevention programs, provided community support to establish improved
neighborhoods, and help and support to those in efforts to improve the health care
system.

Health Topics: The Health topics Aetna funds for our community based nutrition
education and exercise programs for children and families, efforts to increase the
availability or affordability of fresh fruits and vegetables, programs that help families to
select and prepare healthy foods on a limited budget, community gardening and urban
farming activities, Innovative approaches to making physical activity accessible,
affordable and fun. Aetna distributes grants in three major areas obesity, racial and
ethnic health care equity and integrated health care. In Illinois Aetna provided a grant to
The Joffrey Ballet to fund the Middle School Dance Clubs program in the Chicago public
schools which provides students with physical activity and education on nutrition.
Target Population: The target population that Aetna Foundation serves is in the US
among the states listed previously for the regional projects as those are the only grants
that are health related and not research based.
II. Cigna Foundation

Description of Corporate Foundation: The Cigna Foundation’s mission is to improve the
health status of individuals and families and to support the community wellbeing. The

goal of the foundation is improve health equity, overcome health barriers, and health
disparities.
Eligibility: 501 © (3) public charities are the only organizations eligible to apply for
grants under the foundation. They will not fund grants to individuals, capital campaigns,
fraternal organizations, organizations whose mission is a social, religious, or political
related, faith-based organizations unless it is open to the general public, and groups or
projects that discriminate. Also they only provide funds for costs relevant to the
projects or activities that are approved for funding by the foundation.
Health Topics: The four major areas of health Cigna focuses on are children’s wellness,
women’s health, senior care, and health equity.
Target Populations: The target population of the foundation is the US population and
countries outside of the US. There is a geographic preference for where Cigna is present
and can offer volunteerism.
III. Coca Cola Foundation

Description of Corporate Foundation: The Coca Cola Foundation’s mission is “to refresh
the world, inspire moments of optimism and happiness, and create value and make a
difference.” The Foundation is the primary philanthropic arm of the company and was
registered as a 501 © (3) charitable organization. The company dispersed $98 million in
2013 to about 134 million people in 122 countries across the world. Both the company
and the philanthropic arm invest $143 million in communities globally.
Eligibility: U.S based organizations applying for grants under Coca Cola Foundation must
be tax exempt under section 501 © (3) with the IRS. The foundation however does not
fund for individuals, organizations that discriminate (based on race, color, sex, gender
identity and/or expression, religion, sexual orientation, national origin, age or disability),
religious endeavors, and political or lobbying organizations, website development,
concerts or other entertainment events, fraternal organizations and related events,
local sports or athletic teams, travel or organized field tips. They also do not fund for
marketing sponsorships, cause marketing, advertising projects, U.S based local schools
(including charter schools, pre-schools, elementary schools, middle schools, or high
schools), or organizations formed outside of the U.S that are not considered charitable
under their government laws and provisions.
Health Topics: The Coca Cola Foundation focuses on health topics related to global
water stewardship programs, fitness and nutrition efforts and community recycling

programs. The Company also uses sustainability strategies that promote women’s
empowerment and entrepreneurship. Other priority areas of the foundation include
access to clean water, water conservation and recycling, active healthy living, education,
and youth development. In addition the foundation provides help with local community
programs devoted to arts and culture and HIV/AIDS prevention and awareness
programs in Africa and Latin America. The Foundation also has an emergency response
team established for natural disasters that occur globally. Some grants the foundation
has previously given out are Developing Global Women leaders, programs for active
healthy living for boys and girls clubs across America, Hurricane Sandy Relief funds for
humanitarian/disaster relief, Education programs to promote community wide recycling
efforts, and water grants devoted to cleaning up rivers such as the Chattahoochee River
and its watershed in Atlanta.
Target Population: The target population that Coca Cola Foundation serves is national
and international. Previous countries where they have served is the United States,
Romania, Peru, Indonesia, Brazil, Argentina, Chile, Columbia, Costa Rica, Dominican
Republic, and many more.

Purdue Owl URL: https://owl.english.purdue.edu/owl/resource/981/1/ Description: The Purdue Owl provides basic and general guidelines for grant writing. Purdue Owl would be helpful as an introductory tool for first time grant writers. The resource includes topics regarding tips for following the grantmaker’s rules, specificity in writing, clarity in writing, making the request, and language considerations. Purdue owl provide information on how to avoid using generalizations and absolute language in grant writing. Examples of absolute language are all, none, never, etc. The website also educates grant writers how to describe and justify the need, state the request clearly, state the benefits for both parties, and to provide a path of action. II. Grant Space URL: http://grantspace.org/Skills/developing-proposals Description: Grant Space is an online website that provides information for developing proposals and finding funders. The website provides numerous training events that are hosted all over the US dedicated to grant writing. Some of the events are a webinar and Page | 3
  • 4. some are in classroom settings. Some of the training events are free of cost and some do cost a specific price. Examples of some of the training event topics are proposal writing basics, proposal budgeting basics, grant seeking basics, introduction to finding funders, grants professional association meeting, and many more. The website also provides short videos periodically related to grant writing such as how to write a persuasive proposals in a short(er) story format, securing a government grant, and what are potential red flags when you are reviewing proposals. III. Foundation Center URL: http://foundationcenter.org/getstarted/tutorials/shortcourse/ Description: The Foundation Center provides a proposal writing short course. The course’s topics are gathering background information, components of a proposal, executive summary, statement of need, project description, budget, organizational information, letter proposal, and the conclusion. Under the statement of need section the resource provides six vital topics the needs statement should address. This would be very helpful when writing a grant proposal as the needs statement is the heart of the grant proposal. Under the budget section there is a figure that represents a portion of a worksheet for a year-long project that would be helpful to use as a reference when preparing a budget section for a grant proposal.   • 5. Available Searchable Databases Offering Lists of Grants I. The Catalog of Federal Domestic Assistance URL: https://www.cfda.gov/ Description of Database: The Catalog of Federal Domestic Assistance is ran by the General Services Administration. The website can be search by programs, agencies, or regional agency offices. Searchable programs that are health related are environment, agriculture, food and nutrition, consumer protection, disaster prevention and relief/emergency preparedness, health and medical, natural resources, and youth development. Under advanced search settings the website allows you to search based on use of assistance, applicant eligibility, beneficiary eligibility, and deadlines. Under the agency section the agencies are categorized in alphabetical order and includes a list of number of offices and programs. Under the regional agency offices section lists agencies along with the location and phone number. Eligibility: Anyone is able to use CFDA as a searchable database for grants. The database offers a search engine that includes 24 different eligibility requirements for Page | 5

Examples of some of the applicant eligibility requirements are federal, interstate, intrastate, profit organization, private nonprofit institution, small business, and specialized groups. II. Fundsnet Services URL: http://www.fundsnetservices.com/ Description of Database: Fundsnet is an independently owned searchable database for grants. Fundsnet offers searchable grants in the following health related categories: animal & wildlife, children & youth, human services, HIV/AIDS prevention, hunger and homeless, and environmental and conservation. Eligibility: The eligibility for Fundsnet is specific to the RFP that is searched or the agency searched as Fundsnet is used as a database to find grants, foundations, and philanthropy. III. Grants.gov URL: http://www.grants.gov/web/grants/home.html Page | 6
  • 7. Description of Database: Grants.gov is a searchable database that is sponsored by the United States Department of Health and Human Services. The database is used to search grants and to track grants that an organization has already applied for. Agriculture, community development, consumer protection, disaster prevention and relief, environment, food and nutrition, health, humanities, and natural resources are all categories health related that can be browsed through to search for grants. Agencies and eligibilities can also be browsed through on the website. Eligibility: Anyone can use the database to search grants but to apply for the grants through the database they must register. The following eligibility requirements are searchable on grants.gov: Government organizations, education organizations, public housing organizations, nonprofit organizations, small businesses, and individuals.   • 8. Federal Governmental Agencies Funding Health Related Programs through Grants I. Environmental Protection Agency URL: http://www2.epa.gov/home/grants-and-other-funding-opportunities Description of Agency: The Environmental Protection Agency’s mission is to protect human health and the environment. Goals the EPA specifically works towards is reduction in environmental risks using the evidence based practices and research, developing and enforcing federal laws to protect human health in a fair and effective manner, providing access to reliable and valid information regarding human health management and environmental risk in all parts of society, efforts towards making communities and ecosystems diverse, sustainable and economically productive, and collaboration with other nations to protect the environment globally.   • 9. Eligibility: Nonprofit organizations that are and are not tax exempt under section 501© (3) with the IRS are eligible to apply as long as they do not have a higher education third party. Health Topics: EPA addresses topics such as air, chemicals and toxins, climate change, emergencies, greener living, health and safety, land and cleanup, pesticides, waste, and water to protect individual’s environment in the home, workplace and community. Target Population: The target population for the EPA is economically distressed communities and geographic locations that require improved environmental health. II. Corporation for National & Community Service URL: http://www.nationalservice.gov/build-your-capacity/grants Description of Agency: The Corporation for National and Community Service is an agency that provides services through Senior Corps, AmeriCorps, and the Social Innovation Fund. The agency is the largest grantmaker providing services and volunteering. The CNCS’s mission is to improve lives, strengthen communities, and foster civic engagement through service and volunteering. The CNCS strives to use service learning principles that supports life-long civic engagement, help rural and economically distressed communities obtain access to public and private resources, and Page | 9
  • 10. use programs to build stronger, efficient, and sustainable communities that are prepared for disaster preparedness and response. Eligibility: The CNCS states that eligibility requirements vary by program. National and local nonprofits, schools, government agencies, faith-based and community organizations, and other groups committed to strengthening their communities through volunteering are all eligible to apply for funding. Health Topics: The health topics that the CNCS focuses on are disaster services, economic opportunity, education, environmental stewardship, healthy futures, and veteran and military families. Target Population: The target population for the CNCS is the overall population of the US with some focus on health disparities related to low socioeconomic status and lack of education. Other areas of the population the agency focuses on are veterans and military families, youth, and senior citizens. III. Administration for Children & Families (US Department of Health and Human Services) URL: http://www.acf.hhs.gov/grants Page | 10
  • 11. Description of Agency: The mission of the Administration for Children & Families is to implement leadership and partnership to effectively deliver human services to improve their wellbeing. The ACF’s goals are to facilitate family and individual empowerment to improve their financial and productivity status, build strong and healthy communities to promote the quality of life and development of children, increase accessibility to services, and address the needs of the population at risk. Eligibility: To be eligible to apply for grants with the ACF organizations or individuals must register with grants.gov, SAM.gov, and DUNS Number registration. Applicants are also required to be a government organization, nonprofit organization, native Americans/tribal organizations, educational organizations, or a small business to be eligible to apply. Health Topics: The health topics that ACF provides funds for are children & youth, communities, emergency response and recovery, families, Hispanic outreach, human trafficking, LGBT, Native American/tribes, and refugees. An example of a grant ACF awards is programs directed to providing street-based services to the runaway, homeless and street youth population who have experienced abuse and neglect. Target Population: The population being served by the ACF grants are families, children, individuals, and communities of the US. Page | 11
  • 12. IL or MO State/Regional/Local governmental Agencies Funding Health Related Programs I. Illinois Department of Public Health URL: http://www.dph.illinois.gov/funding-opportunities Description of Agency: Illinois Department of Public Health is an agency dedicated to the health and wellness of the Illinois population. The agency provides programs regarding childhood immunization, infectious disease control, chronic disease control, emergency preparedness, women’s health promotion, and many more. The agency actively uses education and evidence-based practices for the promotion of healthy lifestyles and prevention of unhealthy lifestyles for people of Illinois. Page | 12

Eligibility: State and local governments, nonprofit organizations, hospitals, profit organizations, and foreign institutions, and college and universities are all considered eligible to apply for funding with the Illinois Department of Public Health. Health Topics: Topics that the IDPH covers are chronic & infectious diseases and conditions, reduction of disease and injury incidences rates caused by environmental factors, programs and services directed towards specific populations, surveillance data and laboratory testing, promoting healthier and safer lifestyles, and providing resources for healthcare professionals in Illinois. Target Population: The target population for the Illinois Department of Public Health are individuals that reside in Illinois. II. Illinois Department of Natural Resources URL: http://www.dnr.illinois.gov/Pages/default.aspx Description of Agency: The Illinois Department of Natural Resources mission is “To manage, conserve and protect Illinois' natural, recreational and cultural resources, further the public's understanding and appreciation of those resources, and promote the education, science and public safety of Illinois' natural resources for present and Page | 13
  • 14. future generations.” The agency’s goals are devoted to restoring, managing, and protecting wildlife populations in order to promote wildlife diversity and reduce negative interactions with people. Other goals also include the development, implementation, and delivery of programs that focus on public awareness, appreciation and support for proper protection, management and use of wildlife resources, ant the health and safety of Illinois citizens and visitors. Eligibility: Local units of governments, local governments, public museums, federal government agencies, state government agencies, local government agencies, nonprofit organizations, private operators of recreational facilities open to the public, teachers, nature center personnel, and youth group leaders are all eligible to apply under the specific grants offered by the Illinois Department of Natural Resources. Health Topics: Types of grants offered by the IDNR are land and water conservation, park and recreational facility construction, special wildlife funds, schoolyard wildlife habitat, and bike paths. Examples of projects that have been funded for by the agency are the building of fields for sports, trails with fitness stations, outdoor classroom treehouse shelters, and adventure/educational play structures and interpretive prairie gardens. Also projects implementing tree/care preservation ordinances, forest insect/disease mitigation plans, public education on urban forestry, training of city staff Page | 14
  • 15. on tree care, and tree care demonstrations and utility conflict resolutions. Projects that preserve, protect, acquire or manage habitat may also be funded for. Target Population: The target population of the Illinois Department of Natural Resources is residents of Illinois. The agency targets not only humans in Illinois but the wildlife as well. III. Illinois Department of Children & Family Services URL: http://www.illinois.gov/dcfs/search/pages/Results.aspx?k=grants Description of Agency: The Illinois Department of Children & Family services is a child welfare agency for the state of Illinois. The Agency is responsible for reducing the number of children in foster care from 51,000 in 1997 to 15,000 currently. DCFS is motivated to provide safe, loving homes and brighter futures for children in Illinois. Eligibility: Public agencies, incorporated private agencies and qualified individuals are classified as eligible to apply for grants that Illinois DCFS awards people. Health Topics: The DCFS of Illinois consists of a safe kid’s topic that relates to the prevention of child abuse and neglect, protecting children from domestic violence, reporting child abuse and neglect, runaways and missing kids, substance abuse, and health and safety tips for children. The agency also covers topics related to preserving Page | 15
  • 16. families, grandparents and older caregivers raising children, finding quality health care, promoting independence, and making healthy choices for families. Target Population: The target population for the agency is vulnerable children, caregivers, and the population that has witnessed some sort of child abuse or neglect that reside in the state of Illinois. Foundations Funding Health Related Programs through Grants I. Bill and Melinda Gates Foundation URL: http://www.gatesfoundation.org/How-We-Work/General-Information/Grant- Opportunities Description of Foundation: The Bill and Melinda Gates Foundation’s mission is overall to improve the quality of life for individuals. The foundation uses collaboration among partnerships to address the health needs of the populations they serve. The foundation also seeks to decrease poverty in underdeveloped countries. Page | 16

Eligibility: The Agency does not fund grants directly to individuals, projects addressing health problems in developed countries, political campaigns and legislative lobbying efforts, building or capital campaigns, and projects that mainly serve religious purposes. Kellogg foundation is to increase racial equity, community and civic engagement, education, educated kids, healthy kids, and secure families. The foundation works to improve the development of children and reduce poverty levels both nationally and internationally. Eligibility: Applicants must be qualified under the regulations of the United States Internal Revenue Service. They do not provide funding for the operational phases of established programs and capital requests such as the construction, purchase, renovation, and/or furnishings of facilities. Health Topics: The health topics the foundation focuses on are the education of children, healthier children, and more secure families. In more detail, the foundations wants to increase the number of children that are proficient in math and reading by the time they reach the third grade. In order to create healthier children their focus is to increase the number of children that are born at the healthy weight and that receive the care and nutrition they need for optimal development. And their last main health topic they fund for, are the efforts in increasing the number of family and children living at least 200 percent above the poverty level.
