Justice matters to low-income San Mateo County residents who are threatened with homelessness;
who go through days without adequate food and necessary healthcare; who are ravaged by domestic
violence;andwhocan’tgetthepubliceducationopportunitiesmandatedbylaw.Unless they can access
legal services long-time residents, new immigrants and veterans are unable to rise above poverty,
and our entire community is diminished. Thanks to your committed partnership with the dedicated
staff at the Legal Aid Society of San Mateo County we provided life-improving legal services to 2844
clients last year, roughly 5% of the underserved population and 12% of the underserved households
in San Mateo County.
Our impacts directly result from the distinguished work of our staff, our devoted Board of Directors,
our hard-working committee members and our more than 400 pro bono professionals from
throughout the Bay Area. This year pro bonos provided a record-breaking 9616 hours of pro bono
service, an increase of 969 hours over last year. We are proud to report to you that the pro bono
services reflect a market value of $3.2 million.

support allows us to continue to help so many in need. For every dollar you invest in the Legal Aid
Society of San Mateo County, we provide $5 in market value of services to our clients through our
staff and pro bono programs. It is our utmost privilege to list the names of our Annual Campaign
contributors. We know that every gift is from your heart, no matter what the size, because justice

JUSTICE MATTERS TO
LOW INCOME TENANTS
Mobile Home Tenants
Can you imagine receiving a rent increase of up to 170% for a home in which you have lived for decades? That’s exactly what the low-income residents of a
mobile home park in Pacifica faced. But with the help of Legal Aid, 15 mobile home park residents stood in opposition to the park owners who were
seeking an extraordinary rent increase. The owners of the mobile home park requested permission to raise rent for each of the 15 spaces by $1,119.58 per
month, on top of the monthly rents ranging from $600-$1,000 the mobile home owners were already paying. The 15 mobile home owners include seniors
and military veterans on fixed incomes who have been park residents for decades, all of whom would have been forced out of their homes if the requested
increase had been approved. Many feared they would be forced to sell their homes to park owners for amounts far below market.
How Legal Aid Helped
Legal Aid’s Directing Attorney, Shirley Gibson and volunteer attorney Jeff Hyman represented the mobile home owners in opposing the proposed rent
increase. Their strong advocacy over several months resulted in upholding the rights of the mobile home park tenants. At the hearing the Judge ruled that
the park owners failed to produce the necessary records and data to support the rent increase and that the total investment in the property and desired rate
of return was not credible or persuasive. Jeff Hyman stated, “I am delighted that the Legal Aid Society and I were able to bring about a just and fair result
for these tenants. It’s important for the mobile home park operators to know their tenants have rights that must be respected and there are attorneys and
organizations ready to defend those rights irrespective of the tenants’ limited financial means.”

CHILDREN, ADULTS & SENIORS
WHO NEED HEALTHCARE
Rudy
Rudy and his wife operate a small janitorial service whose business had decreased to the point that they could no longer afford health insurance coverage
for themselves and their young children. Struggling to make ends meet, they applied for Medi-Cal in 2013. The children were put on full scope Medi-
Cal while Rudy and his wife were determined eligible for Medi-Cal with a share of cost. In January, Rudy was hospitalized briefly and received a bill for
$1,476.00. With no way to pay this amount, Rudy turned to the Legal Aid Society of San Mateo County.
How Legal Aid Helped
The Legal Aid attorney calculated that Rudy and his wife should have been eligible for Medi-Cal with no share of cost, under the modified adjusted gross
income (MAGI) requirements, but the County had failed to use the appropriate guidelines. Legal Aid filed for a hearing on the share of cost determination,
and the County withdrew, agreeing that Rudy and his wife should be granted Medi-Cal with no share of cost, and their $1,476.00 hospital bill was waived.

FAMILIES WHO NEED FOOD &
INCOME ASSISTANCE
Cindy
Cindy is afflicted with serious physical and mental disabilities. She subsists on limited income from Social Security Disability Insurance (SSDI) and a small
annuity to make ends meet. When Cindy applied for CalFresh benefits to help with food costs, her application was denied due to an alleged failure to
provide verification of her annuity. Cindy had actually already provided the requested income verification, however it had been processed incorrectly. She
turned to Legal Aid in confusion and frustration about the denial because she had already done everything she knew to do.
How Legal Aid Helped
A Legal Aid attorney represented Cindy in a County fair hearing to disagree with the denial of her CalFresh application and proved that Cindy had already
provided the necessary income verification. As a result, Cindy was approved for CalFresh benefits retroactive to her original date of application and she is
now able to obtain adequate food.
Cindy was also recently assessed a Medi-Cal Share of Cost due to a change in her circumstances. Because this Medi-Cal Share of Cost was far beyond
Cindy’s means to pay, Legal Aid also assisted her with applying for the Medi-Cal Working Disabled Program. Cindy was approved for the Working Disabled
Program, allowing her to pay a small and affordable monthly premium for her health coverage.
“It is wonderful that there is a Legal Aid service out there for less fortunate
people struggling with life and illness.”

SURVIVORS OF DOMESTIC
VIOLENCE
Serena
Serena felt very different from her junior high school friends. She and her mother fled Mexico to escape from her abusive father, and they had no legal
status in the United States. She kept silent when her friends talked about frustrations with their dads or how soon they could get their driver’s license. Now
at age 14, Serena had a new secret: she was pregnant. Her baby’s father was a high school student, but he refused to help her.
During her pregnancy, Serena desperately hoped her boyfriend would fall back in love with her after the baby was born, but instead he became more and
more irrational, jealous, and abusive, finally assaulting her physically. Telling her story to the police terrified Serena, but her boyfriend was arrested for his
assault. After his arrest, though, he filed in family court, demanding a paternity test and custody of the baby.
How Legal Aid Helped
Legal Aid helped Serena both in family court, and with immigration. Serena was granted sole custody of her baby and a two-year domestic violence
restraining order. She was also approved for Deferred Action for Childhood Arrivals (DACA), which is enabling her to work legally in the United States. Both
she and her mother now have pending U-Visa applications, which will give them legal status in the United States.

CHILDREN WITH SPECIAL NEEDS
Mark and His Grandmother
Mark’s mother struggled with addiction and was not able to take care of him, and one day left him with his Grandmother, Roberta. Mark had ADHD and
other problems. Although he already had an Individualized Education Program (IEP) to help him in school. because Roberta was not his legal guardian the
school would not include her in their educational planning meetings for Mark. Roberta recognized that she needed to get guardianship of her grandson to
act on his behalf but could not afford to hire an attorney.
How Legal Aid Helped
Legal Aid found a pro bono attorney for Roberta who represented her in court to successfully gain legal guardianship of her grandson. Roberta is so
gratified and relieved with the outcome. She says, “It is fulfilling and enriching to have my grandson with us and for me to legally be able to take care of
him and raise him.”

Our Legal System is complicated and it’s difficult to navigate through the many layers on one’s own. Pro bono attorneys, paralegals and law students
care deeply about justice for all, sharing their unique legal skills on behalf of those in need: in court, administrative agencies and other forums, making our
community a better place for all of us.
A Pro Bono Client's Story
With all the courage she had, Yolanda left her abusive partner and started on her
journey towards emotional and physical healing. In no time though, her abuser tried
to reassert his abusive and controlling behavior. This time, however, it didn’t simply
involve Yolanda, but rather her children as well. Yolanda sought and received a
Temporary Restraining Order, but her abuser continually defied the law. Yolanda was
afraid for her life and knew she needed help. She turned to the Legal Aid Society of
San Mateo County Director of Pro Bono, Janet Seldon, who placed the matter with pro
bonos from Mavrakakis Law Group LLP.
Attorneys Larry Lien and Chris Lubeck, Senior Project Assistant Jim Rally and
Summer Associate Nicole Johnson met with their client to advise her about her legal
options. Once they developed a plan, the legal team painstakingly prepared their
client’s case and represented Yolanda at her hearing. The court granted Yolanda a
Permanent Domestic Violence Restraining Order, and ordered the abuser to financially
compensate Yolanda for the trauma she endured.
“Our goal is to provide equal access to justice on an individual level,” noted Larry Lien. “Our client needed representation and we helped her
become empowered through a positive experience with attorneys and the law.” Chris Lubeck reflected, “One of the best aspects of doing pro
bono in domestic violence is that the attorney-client relationship provided our client with a safe way to tell her story and to enforce her legal rights."

Stacey Hawver Executive Director Legal Aid Society of San Mateo County Dear Friends of Legal Aid, Justice matters to low-income San Mateo County residents who are threatened with homelessness; who go through days without adequate food and necessary healthcare; who are ravaged by domestic violence;andwhocan’tgetthepubliceducationopportunitiesmandatedbylaw.Unless they can access legal services long-time residents, new immigrants and veterans are unable to rise above poverty, and our entire community is diminished. Thanks to your committed partnership with the dedicated staff at the Legal Aid Society of San Mateo County we provided life-improving legal services to 2844 clients last year, roughly 5% of the underserved population and 12% of the underserved households in San Mateo County. Our impacts directly result from the distinguished work of our staff, our devoted Board of Directors, our hard-working committee members and our more than 400 pro bono professionals from throughout the Bay Area. This year pro bonos provided a record-breaking 9616 hours of pro bono service, an increase of 969 hours over last year. We are proud to report to you that the pro bono services reflect a market value of $3.2 million. TheLegalAidSocietyisoneofthemostrespectednon-profitlawfirmsinCaliforniaandyourfinancial support allows us to continue to help so many in need. For every dollar you invest in the Legal Aid Society of San Mateo County, we provide $5 in market value of services to our clients through our staff and pro bono programs. It is our utmost privilege to list the names of our Annual Campaign contributors. We know that every gift is from your heart, no matter what the size, because justice matters to you too. Thank you for continuing to stand with us in 2015.
  • 4. JUSTICE MATTERS TO LOW INCOME TENANTS Mobile Home Tenants Can you imagine receiving a rent increase of up to 170% for a home in which you have lived for decades? That’s exactly what the low-income residents of a mobile home park in Pacifica faced. But with the help of Legal Aid, 15 mobile home park residents stood in opposition to the park owners who were seeking an extraordinary rent increase. The owners of the mobile home park requested permission to raise rent for each of the 15 spaces by $1,119.58 per month, on top of the monthly rents ranging from $600-$1,000 the mobile home owners were already paying. The 15 mobile home owners include seniors and military veterans on fixed incomes who have been park residents for decades, all of whom would have been forced out of their homes if the requested increase had been approved. Many feared they would be forced to sell their homes to park owners for amounts far below market. How Legal Aid Helped Legal Aid’s Directing Attorney, Shirley Gibson and volunteer attorney Jeff Hyman represented the mobile home owners in opposing the proposed rent increase. Their strong advocacy over several months resulted in upholding the rights of the mobile home park tenants. At the hearing the Judge ruled that the park owners failed to produce the necessary records and data to support the rent increase and that the total investment in the property and desired rate of return was not credible or persuasive. Jeff Hyman stated, “I am delighted that the Legal Aid Society and I were able to bring about a just and fair result for these tenants. It’s important for the mobile home park operators to know their tenants have rights that must be respected and there are attorneys and organizations ready to defend those rights irrespective of the tenants’ limited financial means.” PREVENTING HOMELESSNESS San Mateo County ranked third in the US for least affordable housing. A 19% increase in rents means competition for affordable housing is high. Legal Aid provides assistance that prevents homelessness. 1,300 Clients served in 3 weekly Housing Clinics 771 Unlawful detainer answers filed 171 Subsidized housing cases 156 Housing presentations held for community groups To protect client confidentially, all client names have been changed. "This decision means I have my life back! I am so grateful to Legal Aid Society. We fought the good fight and we won!"

JUSTICE MATTERS TO CHILDREN, ADULTS & SENIORS WHO NEED HEALTHCARE Rudy Rudy and his wife operate a small janitorial service whose business had decreased to the point that they could no longer afford health insurance coverage for themselves and their young children. Struggling to make ends meet, they applied for Medi-Cal in 2013. The children were put on full scope Medi- Cal while Rudy and his wife were determined eligible for Medi-Cal with a share of cost. In January, Rudy was hospitalized briefly and received a bill for $1,476.00. With no way to pay this amount, Rudy turned to the Legal Aid Society of San Mateo County. How Legal Aid Helped The Legal Aid attorney calculated that Rudy and his wife should have been eligible for Medi-Cal with no share of cost, under the modified adjusted gross income (MAGI) requirements, but the County had failed to use the appropriate guidelines. Legal Aid filed for a hearing on the share of cost determination, and the County withdrew, agreeing that Rudy and his wife should be granted Medi-Cal with no share of cost, and their $1,476.00 hospital bill was waived. OBTAINING HEALTHCARE Legal Aid provided culturally and linguistically appropriate services to hundreds in our community to obtain the healthcare benefits for which they are legally eligible. 600 Children in San Mateo County received legal assistance to get Medi-Cal coverage restored 348 Health Plan of San Mateo members referred to Legal Aid's Health Consumer Center (HCC) 600 Health care providers were trained by the Peninsula Family Advocacy Program (FAP) to identify legal barriers affecting their patients' health and to refer them to the program for legal intervention. “It is truly too bad there aren’t more people like you for people to turn to. Thank you for not making us feel inferior.”
  • 6. JUSTICE MATTERS TO FAMILIES WHO NEED FOOD & INCOME ASSISTANCE Cindy Cindy is afflicted with serious physical and mental disabilities. She subsists on limited income from Social Security Disability Insurance (SSDI) and a small annuity to make ends meet. When Cindy applied for CalFresh benefits to help with food costs, her application was denied due to an alleged failure to provide verification of her annuity. Cindy had actually already provided the requested income verification, however it had been processed incorrectly. She turned to Legal Aid in confusion and frustration about the denial because she had already done everything she knew to do. How Legal Aid Helped A Legal Aid attorney represented Cindy in a County fair hearing to disagree with the denial of her CalFresh application and proved that Cindy had already provided the necessary income verification. As a result, Cindy was approved for CalFresh benefits retroactive to her original date of application and she is now able to obtain adequate food. Cindy was also recently assessed a Medi-Cal Share of Cost due to a change in her circumstances. Because this Medi-Cal Share of Cost was far beyond Cindy’s means to pay, Legal Aid also assisted her with applying for the Medi-Cal Working Disabled Program. Cindy was approved for the Working Disabled Program, allowing her to pay a small and affordable monthly premium for her health coverage. “It is wonderful that there is a Legal Aid service out there for less fortunate people struggling with life and illness.” ACCESSING INCOME SUPPORT Hungry children under perfom in school. Adults who live under the constant stress of poverty choose between groceries and their own healthcare. $560,000 in benefits was obtained or restored to 122 familIes through the LIBRE program 3823 Immigrant adults attended presentations to learn about safety net benefits for their children and themselves 2300 Recipients learned about their eligibility for benefits: 920 in Spanish, 580 in English, 200 in Tongan, 200 in Fijian, 200 in Samoan, 200 in Tagalog
  • 7. JUSTICE MATTERS TO TEEN, ELDERLY & IMMIGRANT SURVIVORS OF DOMESTIC VIOLENCE Serena Serena felt very different from her junior high school friends. She and her mother fled Mexico to escape from her abusive father, and they had no legal status in the United States. She kept silent when her friends talked about frustrations with their dads or how soon they could get their driver’s license. Now at age 14, Serena had a new secret: she was pregnant. Her baby’s father was a high school student, but he refused to help her. During her pregnancy, Serena desperately hoped her boyfriend would fall back in love with her after the baby was born, but instead he became more and more irrational, jealous, and abusive, finally assaulting her physically. Telling her story to the police terrified Serena, but her boyfriend was arrested for his assault. After his arrest, though, he filed in family court, demanding a paternity test and custody of the baby. How Legal Aid Helped Legal Aid helped Serena both in family court, and with immigration. Serena was granted sole custody of her baby and a two-year domestic violence restraining order. She was also approved for Deferred Action for Childhood Arrivals (DACA), which is enabling her to work legally in the United States. Both she and her mother now have pending U-Visa applications, which will give them legal status in the United States. OVERCOMING DOMESTIC VIOLENCE Domestic violence can occur in any home but low-income and non-English speaking victims face issues of financial insecurity and language that prevent them from getting help. 3683 Pro Bono hours donated to help survivors 172 Cases opened by Teen Parents Project staff 30 Elder Abuse Cases opened by Senior Advocates staff “I would like to say thank you so much about everything you have done for our family and the effort you have made to make our dreams come true.”

JUSTICE MATTERS TO CHILDREN WITH SPECIAL NEEDS Mark and His Grandmother Mark’s mother struggled with addiction and was not able to take care of him, and one day left him with his Grandmother, Roberta. Mark had ADHD and other problems. Although he already had an Individualized Education Program (IEP) to help him in school. because Roberta was not his legal guardian the school would not include her in their educational planning meetings for Mark. Roberta recognized that she needed to get guardianship of her grandson to act on his behalf but could not afford to hire an attorney. How Legal Aid Helped Legal Aid found a pro bono attorney for Roberta who represented her in court to successfully gain legal guardianship of her grandson. Roberta is so gratified and relieved with the outcome. She says, “It is fulfilling and enriching to have my grandson with us and for me to legally be able to take care of him and raise him.” BRIDGING THE EDUCATION GAP Families of low-income children with special needs are often unaware of the laws that require access to a fair and appropriate public education. 83 Families taught about legal rights regarding their child’s education 143 Pro bono hours donated to help children with special needs 600 Service providers were trained to identify legal problems affecting children with special health- care needs “I have learned so much about my grandson’s disabilities . . . I am trying to give him the best chance he can have. Without Legal Aid’s help in getting guardianship, I could not do near as much for him!”

JUSTICE MATTERS TOOUR PRO BONO PARTNERS Who Share Their Unique Skills 2014: A RECORD SETTING YEAR FOR PRO BONO SERVICES 421+ Pro Bono Attorneys, Paralegals, and Law Students contributed hours on behalf of Legal Aid clients 9,616 Pro Bono Hours donated on behalf of Legal Aid clients $3.2m Value of donated pro bono services Our Legal System is complicated and it’s difficult to navigate through the many layers on one’s own. Pro bono attorneys, paralegals and law students care deeply about justice for all, sharing their unique legal skills on behalf of those in need: in court, administrative agencies and other forums, making our community a better place for all of us. A Pro Bono Client's Story With all the courage she had, Yolanda left her abusive partner and started on her journey towards emotional and physical healing. In no time though, her abuser tried to reassert his abusive and controlling behavior. This time, however, it didn’t simply involve Yolanda, but rather her children as well. Yolanda sought and received a Temporary Restraining Order, but her abuser continually defied the law. Yolanda was afraid for her life and knew she needed help. She turned to the Legal Aid Society of San Mateo County Director of Pro Bono, Janet Seldon, who placed the matter with pro bonos from Mavrakakis Law Group LLP. Attorneys Larry Lien and Chris Lubeck, Senior Project Assistant Jim Rally and Summer Associate Nicole Johnson met with their client to advise her about her legal options. Once they developed a plan, the legal team painstakingly prepared their client’s case and represented Yolanda at her hearing. The court granted Yolanda a Permanent Domestic Violence Restraining Order, and ordered the abuser to financially compensate Yolanda for the trauma she endured. “Our goal is to provide equal access to justice on an individual level,” noted Larry Lien. “Our client needed representation and we helped her become empowered through a positive experience with attorneys and the law.” Chris Lubeck reflected, “One of the best aspects of doing pro bono in domestic violence is that the attorney-client relationship provided our client with a safe way to tell her story and to enforce her legal rights."
