Under the overall supervision of the Team Lead- Project/Partnerships Coordinator and direct
supervision of the Deputy Country Director/Programme, I am responsible for:
Coordination implementation of Work Plans for the ECOWAS/EU Small Arms and Light Weapons
Pilot Project in-Country:
 Coordinate and manage day-to-day administration and programme of the project, providing direction and
validating project; deliverables of the NATCOMs for the approval by the National Technical Committee;
 Support national coordinators to formulate Annual work plans to ensure efficient implementation of
project deliverables;
 Manage and ensure the effective running of the programme through the provision of appropriate
guidelines and development of programme personnel in accordance with UNDP’s policies and
procedures;
 Provides support to the project team lead in the coordination of Steering committee meetings composed
of high level representation from the European Union, ECOWAS and UNDP;

Under the direct supervision of the Deputy Country Director/Programme and in close collaboration with the
Head of the Division of DDR/ADDR, I am responsible for:
Project Management
 Daily management of the DDR Project including team coordination;
 Technical advice on good practices to the UNDP’s DDR Programme;
 Technical support to the ADDR (the national DDR Authority);

Development of strategic partnerships with other actors
 Serve as a focal point between the Programme and the ADDR to facilitate the implementation of the

specialized agencies and NGOs to promote integrated implementation of the program/projects;

 Assist on identification of protection issues related to children and armed conflict falling under
MONUSCO’s overall Protection of Civilians (PoC) and within the mandate of children and Armed
Conflict agenda under Security Council Resolutions 1539, 1612, 1882,1998;
 To contribute to the developments and implementation of Child Protection Section Work Plan under
the guidance of Child Protection Advisor and in close collaboration with other partners;
 Monitor and report on the six grave child rights violations by parties to the conflict(Killing &maiming,
recruitment, attacks on school and hospitals, abductions, sexual violence and denial humanitarian
access);
 Take part in joint investigations, interview children and witness and ensure data is accurately

child recruitment and other grave child rights violations by armed forces and groups; this includes:
separation of children from armed forces and groups and documentation of their cases; negotiating
release of children from detention and documenting their cases; developing Outreach materials and
activities to prevent violations; contributing to the fight against impunity of perpetrators responsible for
grave violations and advocacy with the government partners;
 Contribute in strengthening networks and contacts with child protection partners, civil society
organizations, international non-governmental organizations, UN Agencies and national authorities.
 Assist in building local and national capacity towards the protection of children affected by armed
conflict through training , mentoring and awareness raising activities;
 When working with (including supervising) national staff or (non-) governmental counterparts, including
Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for
capacity development through coaching, mentoring and formal and on-the-job training.

 Contribute to the formulation of the Mission's strategic plan; identify emerging issues, analyze their
implications;

establishment of an appropriate regulatory framework review; analyze policy and regulation issues;
and prepare relevant reports and discussion papers;
 Compile and analyze the data necessary for the preparation of analyses and other assessments on
the impact of the political, economic and social environment on mandate implementation;
 Lead or participate extensively in the identification of new or emerging civil society issues and
design the development of programmes to address them (national/local level);
 Compile projects received from NGOs, Government institutions and other partners, draft letters of
acknowledgement and submit pre-selected projects to the Project Review Committee through the
Quick Impact Projects Unit and follow up with the final approval of selected projects.
Assessment:
 Undertake assessment of a specific sector with a view to identifying needs and priorities; prepare
project documentation/specifications;
 Assess, implement and monitor civil affairs activities carried out in support to and coordination with
local authorities, civic institutions and non-governmental organizations;

assistance programmes, and help ensure sharing of latest findings, lessons learned, policy
guidelines, and progressive handing over of responsibility to local authorities;
 Coordinate logistical support to all UN, NGOs, International Organizations and bilateral institutions
and other identified humanitarian partners for transport by MONUSCO flights of their personnel,
cargo and any other goods for humanitarian use;
 Assist the Early Recovery/Protection Clusters at national/field levels in information management,
development of reintegration and community recovery stabilization strategies in high risk areas;
 Establish and maintain contacts with United Nations specialized agencies, NGOs, donors and
other partners in the area of assignment and advocate for programs/projects funding in order to
restore livelihoods, increase quality of basic services with a particular focus to youth, ex-
combatants and women;
Coordination with Government/Civil Society/NGOs:
 Engage and negotiate with local interlocutors and develop and maintain close contact with senior
and local government officials, community-based organizations, and other central agencies;
 Coordinate (across disciplines and components) with other civil and military team members,
relevant regional headquarters and government officials to achieve consistency and synergy in
mandate implementation;
 Participate in Civil Society/Government/NGO meetings, provide guidance and develop necessary
guidelines, policies, procedures and technical capacity to ensure effective management of public
and private sector activities; provide technical assistance and policy advice to local government for
strengthening coordination, planning, budgeting, monitoring and evaluation;
 Work closely with Planning Division to share information on development issues;
Stabilization and Security Sector Reform:
 Coordinates and advises on planning, programme and project development and implementation
with all related components (e.g. police, military, political, civil affairs; communications/public
affairs; legal; policy/planning; mission analysis, etc.), and UN entities on SSR-related issues.
 Provides advice and guidance to senior mission management on sector-wide strategies and
policies, mission plans and directives, best practice and technical standards in relevant area(s)
within the UN’s overall framework and strategic direction for security sector reform, and on the
design, implementation and review of security sector-wide plans and programmes.
 Provides technical inputs to all aspects of SSR programmes/projects and related activities, as well
as technical advice and assistance to key parties (e.g. Rule of Law pillar, established
Commissions, government officials, UN entities, donors, etc.); consults with relevant stakeholders
through inclusive and participatory processes, ensuring appropriate integration and linkages with
critical areas/components of the SSR process.
 Facilitates and assists the respective post conflict government with arms and ammunitions
management.
 Develops concepts and oversight mechanisms of the host nation private security industry.
 Identifies and reviews current reform mandates and tasks undertaken by the UN; and establishes
priorities for and initiates and coordinates policy development and guidance in support of
restructuring initiatives (e.g. institutions, reform of armed forces, etc.), including research, review
and analysis of issues and trends, preparation of impact evaluations or other research activities
and studies; acts as the policy focal point for the interagency SSR Task Force and or other entities
and responds to requests.
 Directs and manages SSR teams in field operations, including programme/project development,
implementation, monitoring and assessment; directs review of relevant documents; identifies
priorities, problems and issues to be addressed and proposes corrective actions; liaises with
relevant parties; and identifies and tracks follow-up actions;
 Coordinates activities related to budget funding (programme/project preparation and submissions,
progress reports, financial statements, etc.) and prepares related documents/reports (pledging,
work programme, programme budget, etc.).
 Leads and/or participates in large, complex programmes/projects, field missions, etc., including
provision of guidance to external consultants, government officials and other parties and drafting
mission summaries; reviews relevant documents and reports; identifies problems and issues to be
assessed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
 Generates survey initiatives; reviews, analyses and interprets responses, identifies
problems/issues and prepares conclusions.
 Serves as an effective spokesperson; establishes and maintains contacts and partnerships with
key officials and other actors (national and international) inside and outside the organization in
assigned areas of responsibility with a view to pursuing SSR objectives and ensuring participation
in and effective integration of ideas in the planning and implementation of SSR activities.
 Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes

Reporting:
 Prepare reports based on assessments of the impact of the political, economic and social
environment on mandate implementation;
 Write, supervise and finalize reports on governance and popular participation in development
(national/local level);
 Prepare or contribute to the preparation of various written reports and communications, e.g.
Security Council reports, draft sections of studies, background papers, policy guidelines, briefings,
case studies, presentations;

 In charge of Conflict Management & Community Reconciliation and Confidence Building. As such I
am responsible for developing community outreach activities for conflict resolution and for the
promotion of a sustainable peace in Orientale Province, specifically aimed at encouraging direct
contact and facilitating dialogue and peaceful coexistence between communities affected by
conflict; I worked closely with Civil Society groups and/or institutions that promote a culture of
peace and reconciliation by organizing joint initiatives as well as community events, conflict
transformation initiatives etc..
 Facilitate and support dialogue between groups in conflict at local level by convening structured
meetings and similar activities, promote and protect the interest of excluded and/or threatened
groups through advocacy and in full respect of humanitarian and international law, provide where
appropriate an interface between these groups and Mission’s uniformed components
 Engage and negotiate with local interlocutors , develop and maintain contact with senior and local
government officials , community-based organizations and others central agencies;
 Conduct situation analysis to identify areas of interventions to build confidence in the Mission’s
mandate ;
 In support of the local authorities, to restore and extend State Authority, provide preliminary
assessment of capacity building needs of local institutions and/or decisions making structures and
assist local institutions in capacity development needs and undertake joint capacity development
programs;
 In closed coordination and cooperation with specialized United Nations Agencies , design and
manage training projects on subjects such public financial management, public administration,
provision of social services;
 Initiate and/or support Civic Education programs at local level on range of issues, including
elections, policy issues, and good governance principles, in coordination with local Authorities
and/or Civil Society Actors;
 Support dialogue and cooperation between local Authorities and relevant interest groups with the
aim creating political space and accountability and provide support to the development of structures
of accountability and transparency;
 Participate in the development of training plans and programs for local governance systems that

development resources and facilitate relationship with international donors and organizations;
