Elsinore Valley Municipal Water District; Lake Elsinore, California. Conduct a 12-month jar testing
program that evaluates the ability for Canyon Lake Water Treatment Plan to comply with enhanced
coagulation requirements by meeting Step-2 point-of-diminishing-return coagulation performance for
water from Canyon Lake, CA. (2008)
Carollo Engineers/Elsinore Valley Municipal Water District; Lake Elsinore, California. Prepared
operating plans, permit amendments, and assist in plant startup/optimization for the newly constructed
Back Basin Groundwater Treatment Plant and two groundwater blending facilities. The BBGWTP utilizes
coagulation and pressurized, conventional media filtration to remove arsenic from groundwater while the
blending facilities also reduce arsenic prior to distribution. (2008)
Zone 7 Water Agency; Livermore, California. Member of team that conducted bench- and pilot-scale
testing of technologies to control taste-and-odor causing compounds at the Del Valle and Patterson Pass
Water Treatment Plants. Work developed water quality design criteria that will be used for full-scale
engineering design of new treatment facilities. (2007-2009)
Serrano Water District; Villa Park, California. Managed and conducted bench- and pilot-scale testing
of ozone and UV light technologies to meet Long-Term 2 Enhanced Surface Water Treatment Rule
regulatory requirements and control taste-and-odor compounds at Walter E. Howiler WTP. (2007-2008)
Eastern Municipal Water District; Perris, California. Designed & conducted tracer testing of chlorine
contact basins for Title 22 compliance and approval by California Department of Public Health. Basins
were located at multiple facilities: Temecula Valley Regional Water Reclamation Facility (6 MGD), Perris
Valley Regional Water Reclamation Facility Plant 1 (5 MGD) and Plant 2 (8 MGD). (2007-2008)
Metropolitan Water District of Salt Lake and Sandy City; Salt Lake City, Utah. Identified water
treatment bottlenecks and outline procedures for the District to conduct pilot- and full-scale testing in
order to successfully expand capacity of Little Cottonwood Water Treatment Plant (ozone and
conventional treatment) from 113- to 150-MGD. (2007)
Park Water Company; Downey, California. Managed and conducted pilot testing that evaluated the
coagulation/filtration process for removing arsenic and manganese from well water. Testing developed
design criteria for full-scale well-head treatment plant design and construction. (2007)

    Managed bench-, pilot-, and demonstration-scale testing of alternatives to acidification to control
    bromate formation in SPW and SPW/CRW blended waters. (2006-2007)
    Part of a multi-disciplinary team of ~10 persons from Engineering, Operations and Water Resources
    Management that review, rate, and recommend all Capital improvement projects that fulfill the needs
    of the General Manager’s Business Plan, meet budget requirements, and allow Metropolitan to
    maintain 100% compliance with regulatory requirements. The team reported directly to the General
    Manager’s office as mandated by Metropolitan’s Board of Directors. (2005-2007)

    Coordinated/implemented tools for Metropolitan’s security/threat monitoring program. (2005-2007)
    Managed contractors to complete scoping study, preliminary design, and final design of a new,
    5,000 ft2, 2-story building & 40-gpm pilot WTP facility at Metropolitan‘s F. E. Weymouth Water
    Treatment Plant. Responsible for water quality design criteria, oversight of performance of consulting
    engineering services and engineering staff efforts, coordination with MWDSC’s Capital Improvements
    Program process and Engineering’s project management, advising MWDSC’s upper management of
    needs and progress, and presenting project funding authorization requests to MWDSC’s Board of
    Directors. (2003-2007)
    Coordinated staff duties and conduct lithium-chloride based tracer studies characterizing disinfection
    efficiency and hydraulic performance of two full-scale, 80-mgd ozone contactors at Metropolitan‘s
    H.J. Mills WTP in Riverside, CA. Results were presented to managers & DPH engineers. (2003)
    Managed the Desalination Research and Innovation Partnership (DRIP) program, a nine-year (1997-
    2006), $42.2 million, multi-organizational program developing novel, large-scale desalination
    processes treating brackish surface water and groundwater, agricultural drainage water, and
    municipal waste water to reduce salinity in the Southern California region. (2002-2007)
    Conducted bench-scale testing to evaluate the feasibility of implementing short-term, chlorine contact
    at Metropolitan‘s SPW/CRW blend plants to meet Stage 2 M/DBP Rule requirements. Proposed
    treatment would be in raw waters prior to conventional treatment. (2002-2004)
    Provided technical support during startup and long-term operation of full-scale biologically-active,
    dual-media filters (biofilters) following ozone at the H.J. Mills (160 MGD) and J. Jensen (750 MGD)
    WTPs. Oversight included monitoring operational and distribution-system stability and
    communication with member agencies. (2002)
    Developed emergency response protocol to be effective against finished (treated) water microbial
    compromise. (2002)
    Developed training documents and criteria and perform instruction via courses held for MWDSC and
    member agency operators. Key areas of instruction included ozone plant operations, shutdowns,
    disinfection calculation, overall process performance and minimization of DBPs. (1998)

scale testing program evaluating polymers for removing particulate quartz prior to Edmonston Pumping
Plant on the California Aqueduct (quartz was destroying the stainless steel pump impellars). (1997-1998)

Organisms for Inactivation of Viruses by Ultraviolet Treatment” with Dr. Ernest Blatchley III (Civil
Engineering Dept., Purdue University, West Lafayette, ID); O. Karl Scheible (HydroQual Ultraviolet
Validation and Research Center, New York, NY); City of Seattle (Seattle, WA); Weber Basin Water
Conservancy Dist. (Layton, UT); Eastern Municipal Water Dist. (Perris, CA). This project was to develop
microbial and chemical surrogates for high-dose biodosimetry testing of UV reactors (several hundred
millijoules per square centimeter) and demonstrate efficacy of results. (2006-2007)
California Department of Water Resources (Proposition 13 Funding); Sacramento, California.
Principal Investigator developing methods measuring UV light dose in large-scale UV reactors. Methods
used computational fluid dynamics & irradiance (CFD-i) modeling to validate and predict performance of
full-scale (>25 mgd) UV reactors with result verification with dyed microspheres. (2002-2006)
Cal-Fed Agency; San Francisco, California. Principal Investigator and program manager of a CalFed
Bay-Delta Water Management and Ecosystem Restoration Program project titled “Integrating Ultraviolet
Light to Achieve Multiple Water Quality Objectives (DWQ Program).” Project goals were to evaluate the
use of UV light, ozone, chlorine and chlorine dioxide to meet multiple water quality objectives
(disinfection, minimization of disinfection by-products [DBPs], reduction of micropollutants). (2002-2005)

Metropolitan Water District of Southern California; Los Angeles, California. Evaluated large-scale
(5-MGD) feasibility of chlorine dioxide disinfection; use of ferrous chloride to remove chlorite, and
powdered activated carbon to remove tastes and odors without impacting filtration. Evaluate long-term
operation of chlorine dioxide treatment and quantify formation of biodegradable dissolved organic matter
(BOM) and potential need for biofiltration following treatment. (2002-2004)
Black and Veatch, Inc./Water Research Foundation; Kansas City, Missouri. Managed CFD modeling
to predict outcome of MS-2 biodosimetry conducted on a 3-MGD UV reactor. AwwaRF project 2768 “UV

California Energy Commission; Sacramento, California. Developed monitoring protocol for UV
treatment of drinking water and determine the efficacy of using UV (effect on DBPs, minimization of

Mofidi, PE Senior Process Engineer Education Prior to recently joining AECOM, Mr. Mofidi had been a Principal Engineer with a specialty environmental engineering and science MS Civil Engineering, California consulting company. Technical advisor for evaluating the hydraulic engineering of a large-scale, UV disinfection treatment plant that will provide >2-billion gallons of water per day of disinfected, unfiltered surface water to the Borough of Manhattan for the New York Department of Environmental Protection. Prepared operating plans, permit amendments, and assist in plant startup/optimization for the newly constructed Back Basin Groundwater Treatment Plant and two groundwater blending facilities. The BBGWTP utilizes coagulation and pressurized, conventional media filtration to remove arsenic from groundwater while the blending facilities also reduce arsenic prior to distribution. Member of team that conducted bench- and pilot-scale testing of technologies to control taste-and-odor causing compounds at the Del Valle and Patterson Pass Water Treatment Plants. Work developed water quality design criteria that will be used for full-scale engineering design of new treatment facilities. (2007-2009) Serrano Water District; Villa Park, California. Managed and conducted bench- and pilot-scale testing of ozone and UV light technologies to meet Long-Term 2 Enhanced Surface Water Treatment Rule regulatory requirements and control taste-and-odor compounds at Walter E. Howiler WTP. (2007-2008) Eastern Municipal Water District; Perris, California. Designed & conducted tracer testing of chlorine contact basins for Title 22 compliance and approval by California Department of Public Health. Basins were located at multiple facilities: Temecula Valley Regional Water Reclamation Facility (6 MGD), Perris Valley Regional Water Reclamation Facility Plant 1 (5 MGD) and Plant 2 (8 MGD). Identified water treatment bottlenecks and outline procedures for the District to conduct pilot- and full-scale testing in order to successfully expand capacity of Little Cottonwood Water Treatment Plant (ozone and conventional treatment) from 113- to 150-MGD. (2007) Park Water Company; Downey, California. Managed and conducted pilot testing that evaluated the coagulation/filtration process for removing arsenic and manganese from well water. Testing developed design criteria for full-scale well-head treatment plant design and construction. (2007) Carollo Engineers/Elsinore Valley Municipal Water District; Lake Elsinore, California. Managed bench/pilot testing evaluating treatment strategies to comply with the Stage 1 Disinfectants and Disinfection By-Products Rule requirements for TOC removal and identify treatment changes to mitigate short filter runs at the 9-MGD Canyon Lake WTP. (2007) Metropolitan Water District of Southern California; Los Angeles, California Managed bench-, pilot-, and demonstration-scale testing of alternatives to acidification to control bromate formation in SPW and SPW/CRW blended waters. (2006-2007) Part of a multi-disciplinary team of ~10 persons from Engineering, Operations and Water Resources Management that review, rate, and recommend all Capital improvement projects that fulfill the needs of the General Manager’s Business Plan, meet budget requirements, and allow Metropolitan to maintain 100% compliance with regulatory requirements. The team reported directly to the General Manager’s office as mandated by Metropolitan’s Board of Directors. (2005-2007)

(2005-2007) Managed contractors to complete scoping study, preliminary design, and final design of a new, 5,000 ft2, 2-story building & 40-gpm pilot WTP facility at Metropolitan‘s F. E. Weymouth Water Treatment Plant. Responsible for water quality design criteria, oversight of performance of consulting engineering services and engineering staff efforts, coordination with MWDSC’s Capital Improvements Program process and Engineering’s project management, advising MWDSC’s upper management of needs and progress, and presenting project funding authorization requests to MWDSC’s Board of Directors. (2003-2007) Coordinated staff duties and conduct lithium-chloride based tracer studies characterizing disinfection efficiency and hydraulic performance of two full-scale, 80-mgd ozone contactors at Metropolitan‘s H.J. Mills WTP in Riverside, CA. Results were presented to managers & DPH engineers. (2003) Managed the Desalination Research and Innovation Partnership (DRIP) program, a nine-year (1997- 2006), $42.2 million, multi-organizational program developing novel, large-scale desalination processes treating brackish surface water and groundwater, agricultural drainage water, and municipal waste water to reduce salinity in the Southern California region. (2002-2007) Conducted bench-scale testing to evaluate the feasibility of implementing short-term, chlorine contact at Metropolitan‘s SPW/CRW blend plants to meet Stage 2 M/DBP Rule requirements. Proposed treatment would be in raw waters prior to conventional treatment. (2002-2004) Provided technical support during startup and long-term operation of full-scale biologically-active, dual-media filters (biofilters) following ozone at the H.J. Mills (160 MGD) and J. Jensen (750 MGD) WTPs. Oversight included monitoring operational and distribution-system stability and communication with member agencies. (2002) Developed emergency response protocol to be effective against finished (treated) water microbial compromise. (2002) Developed training documents and criteria and perform instruction via courses held for MWDSC and member agency operators. Key areas of instruction included ozone plant operations, shutdowns, disinfection calculation, overall process performance and minimization of DBPs. Developed/performed bench- scale testing program evaluating polymers for removing particulate quartz prior to Edmonston Pumping Plant on the California Aqueduct (quartz was destroying the stainless steel pump impellars). Karl Scheible (HydroQual Ultraviolet Validation and Research Center, New York, NY); City of Seattle (Seattle, WA); Weber Basin Water Conservancy Dist. (Layton, UT); Eastern Municipal Water Dist. This project was to develop microbial and chemical surrogates for high-dose biodosimetry testing of UV reactors (several hundred millijoules per square centimeter) and demonstrate efficacy of results. (2006-2007) California Department of Water Resources (Proposition 13 Funding); Sacramento, California. Principal Investigator developing methods measuring UV light dose in large-scale UV reactors. Methods used computational fluid dynamics & irradiance (CFD-i) modeling to validate and predict performance of full-scale (>25 mgd) UV reactors with result verification with dyed microspheres. Principal Investigator and program manager of a CalFed Bay-Delta Water Management and Ecosystem Restoration Program project titled “Integrating Ultraviolet Light to Achieve Multiple Water Quality Objectives (DWQ Program).” Project goals were to evaluate the use of UV light, ozone, chlorine and chlorine dioxide to meet multiple water quality objectives (disinfection, minimization of disinfection by-products [DBPs], reduction of micropollutants). Project 400-00-013 “Demonstration of UV Technologies for Microorganism Disinfection and Micropollutant Oxidation.” (2001- 2003) Duke University/Water Research Foundation; Raleigh, North Carolina. Coordinated and conducted Metropolitan’s participating-utility efforts for AwwaRF 2599 “Innovative UV Technologies to Oxidize Organic and Organoleptic Chemicals.” (2000-2003) University of New Hampshire/Water Research Foundation; Durham, New Hampshire. Co-Principal Investigator to Quantify UV dose-response of Escherichia coli 0157:H7, Adenovirus types 2, 40, and 41, Astrovirus serogroup II, Calicivirus Bos-1, Echovirus-1, and Rotavirus SA-11 and surrogate organisms Bacillus subtilis (and other native waterborne aerobic spores), MS-2, and heterotrophic plate count (HPC) bacteria to UV light. Developed bench-scale pulsed-UV oxidation, reduction, and photolysis technology to destroy bromate, Methyl tert-butyl ether, perchlorate, n-nitrosodimethylamine, and the taste-and-odor compounds geosmin and 2-methylisoborneol. Project 500-97-044 “Advanced Oxidation Processes and UV Photolysis for Treatment of Drinking Water.” (1999-2001) Developed bench-scale medium-pressure and pulsed-UV technology benchmark criteria for disinfection of heterotrophic plate count bacteria, single-stranded ribonucleicacid (RNA) virus surrogate male-specific coliphage (MS-2) and double-stranded RNA virus surrogate phi-six ( 6), Bacillus subtilis aerobic spores, Cryptosporidium parvum disinfection and deoxyribonucleicacid (DNA) repair, Giardia muris disinfection and Giardia lamblia disinfection. Project 500-97-044 “Investigation of Ultraviolet Light Disinfection.” Conduct scale-up/validation of a 3-million-gallon-per-day (mgd) medium-pressure UV reactor).
