program that evaluates the ability for Canyon Lake Water Treatment Plan to comply with enhanced

Carollo Engineers/Elsinore Valley Municipal Water District; Lake Elsinore, California. Prepared
operating plans, permit amendments, and assist in plant startup/optimization for the newly constructed
Back Basin Groundwater Treatment Plant and two groundwater blending facilities. The BBGWTP utilizes
coagulation and pressurized, conventional media filtration to remove arsenic from groundwater while the
blending facilities also reduce arsenic prior to distribution. (2008)
Zone 7 Water Agency; Livermore, California. Member of team that conducted bench- and pilot-scale
testing of technologies to control taste-and-odor causing compounds at the Del Valle and Patterson Pass
Water Treatment Plants. Work developed water quality design criteria that will be used for full-scale

Serrano Water District; Villa Park, California. Managed and conducted bench- and pilot-scale testing
of ozone and UV light technologies to meet Long-Term 2 Enhanced Surface Water Treatment Rule

Eastern Municipal Water District; Perris, California. Designed & conducted tracer testing of chlorine
contact basins for Title 22 compliance and approval by California Department of Public Health. Basins

Part of a multi-disciplinary team of ~10 persons from Engineering, Operations and Water Resources
Management that review, rate, and recommend all Capital improvement projects that fulfill the needs
of the General Manager’s Business Plan, meet budget requirements, and allow Metropolitan to

Coordinated/implemented tools for Metropolitan’s security/threat monitoring program. (2005-2007)
Managed contractors to complete scoping study, preliminary design, and final design of a new,
5,000 ft2, 2-story building & 40-gpm pilot WTP facility at Metropolitan‘s F. E. Weymouth Water
Treatment Plant. Responsible for water quality design criteria, oversight of performance of consulting
engineering services and engineering staff efforts, coordination with MWDSC’s Capital Improvements
Program process and Engineering’s project management, advising MWDSC’s upper management of
needs and progress, and presenting project funding authorization requests to MWDSC’s Board of

Coordinated staff duties and conduct lithium-chloride based tracer studies characterizing disinfection
efficiency and hydraulic performance of two full-scale, 80-mgd ozone contactors at Metropolitan‘s
H.J. Mills WTP in Riverside, CA. Results were presented to managers & DPH engineers. (2003)
Managed the Desalination Research and Innovation Partnership (DRIP) program, a nine-year (1997-
2006), $42.2 million, multi-organizational program developing novel, large-scale desalination
processes treating brackish surface water and groundwater, agricultural drainage water, and
municipal waste water to reduce salinity in the Southern California region. (2002-2007)
Conducted bench-scale testing to evaluate the feasibility of implementing short-term, chlorine contact
at Metropolitan‘s SPW/CRW blend plants to meet Stage 2 M/DBP Rule requirements. Proposed
treatment would be in raw waters prior to conventional treatment. (2002-2004)
Provided technical support during startup and long-term operation of full-scale biologically-active,
dual-media filters (biofilters) following ozone at the H.J. Mills (160 MGD) and J. Jensen (750 MGD)
WTPs. Oversight included monitoring operational and distribution-system stability and
communication with member agencies. (2002)
Developed emergency response protocol to be effective against finished (treated) water microbial
compromise. (2002)
Developed training documents and criteria and perform instruction via courses held for MWDSC and
member agency operators. Key areas of instruction included ozone plant operations, shutdowns,

microbial and chemical surrogates for high-dose biodosimetry testing of UV reactors (several hundred

use of UV light, ozone, chlorine and chlorine dioxide to meet multiple water quality objectives
