3. Objectives of EEN‐HK Partner
‐ Internationalisation and technology upgrading of Hong Kong SMEs
‐ Build synergy between – European Union, Hong Kong, Guangdong, Beijing
and eventually the rest of China
‐ Assists knowledge‐intensive industries and technology transfer – no of
technology transfer is one of the key success measures
‐ Assists HKSARG to indentify needs and shape policies
‐ Increase awareness – through conferences and workshops
‐ Service delivery to SMEs – technology transfer and knowledge
‐ Build network of excellence by industry (or Intellectual Capital Management
Groups ‐‐ ICMGs)

4. Implementation strategy – focus on “SME Support” and “Service Integration”
‐ Seek HKSARG Support (e.g. HKSTP and IPD to participate in EEN‐HK
application to European Commission and explain why EEN‐HK supports
existing “SME Support” and “Guangdong‐Hong Kong Cooperation” policies
‐ Learn from Silicon Valley (e.g. encourage spin‐offs from government funded
R&D and selling the vision to the public)
‐ Promote technology acquisition and commercialisation skills and assists
Hong Kong SMEs to use those skills
‐ Learn from EEN‐Scotland at a practical level
‐ Promote “Hong Kong as a Gateway to China” concept to European SMEs
‐ Drive “No Wrong Door” policy and seamless cooperation with EEN
‐ Implement performance measures – including “No. of Technology Transfer”
as a key indicator
5. Implementation programme
‐ Skill acquisition, product development and coordination with other
HKSARG agencies
‐ Begin to implement “No Wrong Door” policy – with assistance from HKTDC
and CCPIT
‐ Build awareness – promotion to HK‐SMEs and EU‐SMEs through
international events
‐ Services delivery to SMEs – Innovation Services (technology and knowledge)
