Brain, spine and orthopedic surgical procedures represent more than $20 billion in U.S. healthcare expenditures. As our population grows and ages, the incidence of neurological, spine and orthopedic related disorders and diseases will continue to rise. Under the irons of declining revenues, payor reimbursements and advances in minimally invasive surgical procedures, hospitals, health systems and physicians are starting to understand the major importance of defining themselves by niche programs – Centers of Excellence (COE).

The rationale for implementing a NeuroSpine and/or OrthoSpine Center of Excellence (COE) is twofold: first, to provide
operational excellence; and second, to improve the efficiency or effectiveness of existing service lines. In this session, Eula will
cover the financial implications involved with developing a successful comprehensive NeuroSpine & OrthoSpine Centers of
Excellence (COE); strengthening physician alignment across service lines to increase quality outcomes, sustain cost effective
patient care and operational excellence; strategies on maximizing profit margins without compromising quality of care; and

5. (Case-Study Focused)
Hospitals and health systems are pursuing service line strategies for a variety of reasons; volume growth and program
development are probably the most common reasons cited, but lowered cost and improved quality are also frequent expectations.
As we look to life under reform, those organizations that have invested in service lines will have a clear advantage over those who
have not. Although implementation of a service line strategy presents a host of challenges, this can in fact, serve as a catalyst for
change in the organization. However, choosing the right model to fit your situation will be key to enhancing your organization’s
ability to succeed.

In a highly competitive marketplace, it is imperative that Spine Centers find ways to differentiate their patient care services. This
can be accomplished by designing new, innovative approaches to patient care and seamless delivery
systems that will provide patients an excellence experience that will foster growth and success. Triage processes,
comprehensive patient education and efficient care delivery systems will significantly contribute to the bottom line.

8. 4:00 PM – 4:45 PM ESTABLISHING A STROKE CENTER OF EXCELLENCE (COE)
Liz Hogan, MPA, FACHE, Manager, Neuroscience & Pain Management, OVERLOOK HOSPITAL, ATLANTIC HEALTH
(Case-Study Focused)
The State of New Jersey was an early adopter of legislation establishing the stroke center concept, and Overlook Hospital in
Summit, NJ was the first hospital in the state to be licensed as a Comprehensive Stroke Center. Also certified by the Joint
Commission as a Primary Stroke Center, Overlook Hospital, under the auspices of the health system’s Atlantic Neuroscience
Institute, has taken a leading role in developing a stroke system of care in NJ. Recipient of American Stroke Association’s Gold
Performance Achievement Award for reaching a minimum of 85% compliance in Get With The Guidelines standards for at least
two years, Overlook is one of 4 hospitals in the nation to have done more than 100 mechanical clot retrievals. Part of the Atlantic
Health system, the Institute serves 11 New Jersey counties and offers a highly-specialized inpatient neuroscience intensive care
and nursing unit, comprehensive stroke, brain tumor, epilepsy and spine programs, in addition to neuro-interventional radiology
diagnostics and treatment.
In this presentation, Liz will outline the differences between “primary” and “comprehensive” stroke centers as defined by the State
of NJ and discuss how Overlook has honed the key drivers of operational excellence: effective communication between patients
and providers; standardized processes and protocols; access to resources and technology; and clinical expertise and specialized
services.
