Seven Key Trends Across All Public Sector Organizations:Reduce Costs – Projects that do not show a cost reduction in 12-18 months are in jeopardy of being discontinued. Projects that exceed budget will likely require business justification and political involvement. Local Decisions-Centralized Management – Organizations that have a tiered structure are trying to keep decisions from moving up the ladder. Local decisions can be made more efficiently. The draw-back is that centralized organizational management can usually be more cost-effective for the whole. Expectations Continue to Rise – Service Level expectations are likely to rise even higher, with public sector organizations demanding more from every project and every service provider. Low Risk/No Risk Mentality – Organizations are more reluctant to tolerate risk, particularly projects involving up-front costs or those without guaranteed outcomes. Re-use, Interoperate, & Transfer – Government wants cross-department IT projects to be as open and standardized as possible. New or upgraded projects must not lock users into any particular supplier or proprietary technologies. Larger Might be Better – While some organizations are encouraging smaller, local suppliers and providers, there is a continued trend of “larger = better pricing.” Smaller providers will struggle to maintain a competitive stance to stay in the game. Pay-As-You-Go – One of the most influential trends today. This trend indicates that government will not pay (or pay as little as possible) to develop and deploy infrastructures and only as required. They want the flexibility to switch between services and suppliers without the pain of migration costs.
