This position is located on a Forest Service Job Corps Civilian Conservation Center. Incumbent is
responsible for providing a variety of health care functions such as assessment, treatment, counseling
and education. The medical, dental and nursing needs for students are not predictable, but are
normally of a non-critical nature.
The incumbent assists students, peers, and subordinates in understanding the relevance of, and
promotes the development of positive social skills among students through modeling appropriate
behavior, positive intervention, and positively intervening and teaching appropriate employability skills
for workplace success. Participates in the Center Behavioral Management System (BMS) as
necessary to insure proper workplace conduct, appearance and behavior. Sets a positive example as
a role model to students by displaying appropriate etiquette, timeliness, and dress.
Duties
Makes referrals to private physicians, dentists, clinics, community resources, or specialized services
based upon assessment of the students physical and/or emotional needs. Provides follow-up care,
treatment or relay of information by telephone and/or interview on illness, injuries, dental problems,
test results, etc. by contacting parents, clinics, physicians, mental health providers, etc. Counsels,
educates, and trains students on a variety of health subjects such as hygiene; prevention of
pregnancy, STDs and HIV; nutrition and exercise; and specified information on illnesses and disease

2. prevention. Counsels students about matters relevant to their vocational and academic performance
and other related concerns to encourage and motivate them to succeed in the classroom and after
graduation. Emphasizes and instructs students regarding the importance of personal hygiene;
professional appearance; job punctuality; and reliability. Communicates to students the importance of
cooperation with fellow workers, acceptance of constructive criticism, following instructions, and
respecting the value of company and personal property. This position is subject to applicant and
random drug testing in accordance with USDA Department Regulation 4430-792. Current state and/or
national licensure and registration as a Professional Nurse (RN); and CPR certification required.
Knowledge Required by the Position
Professional skills and knowledge of established concepts, principles and practices to perform
professional nursing assignments of moderate difficulty. Ability to counsel, advise and educate
students on health care needs, all with full consideration of mental, emotional, cultural, social and
physical factors. Current state and/or national Licensure and Registration as a Professional Nurse
(RN); and CPR certification required. Knowledge of a variety of health subjects applicable to the Job
Corps community, such as hygiene, HIV and STDs, nutrition, etc. Skill and knowledge to administer
medications, both orally and intravenously within the scope of a Professional Nurse and as authorized
and directed by a physician. Ability to use specialized medical equipment and techniques such as
oxygen equipment, hemoglobinometer, autoclave, centrifuge, microscope, glucose monitors, pulse
oximeters, etc. Knowledge of management principles and practices related to program and workforce
planning, supervision and training of employees to promote a well-trained and qualified workforce.
Knowledge of supervision and personnel practices and procedures in order to carry out “acting”
responsibilities and to plan/integrate work schedules to meet unit needs.

COMMUNITY INFORMATION: Wolf Creek Job Corps is located approximately 30 miles east of
Roseburg, Oregon, which is a full-service community located in southwestern Oregon 3 hours south

3. of Portland, 1 hour south of Eugene, and 2 hours north of Medford on Interstate 5. Roseburg has a
population of approximately 22,000 people within the city limits and a total population of 50,000 to
60,000 within a 20-mile service area. The city is near the confluence of the South Umpqua and North
Umpqua rivers, at an elevation of 465 feet.
Roseburg is the county seat for Douglas County. Once the self-proclaimed "Timber Capital of the
World", the economy of the surrounding community has diversified greatly over the past decade. The
wood products industry has expanded to include other light manufacturing and service industries such
as electrical equipment, recreational boats, aluminum power cable, and wholesale book distribution.
The medical, tourism, government and service sectors provide other major employment.
One modern full-service hospital, Mercy Medical Center, is located in Roseburg. There is also a large
Veterans Administration Medical Center in Roseburg. Indian Health Service (IHS) 638 clinic is
available in Roseburg for any enrolled member of a federally recognized Tribe or Indian Nation and
the Cow Creek Health and Wellness Center, which provides medical services. The Roseburg School
District has one high school (grades 9-12), two junior highs/middle schools (grades 6-8), and nine
elementary/grade schools.
Five private parochial schools are also available within the community, and Umpqua Community
College, a two-year vocational and technical school with an adult continuing education program, is
located five miles north of Roseburg.
Glide is approximately 20 miles east of Roseburg and 12 miles north west of the Wolf Creek Job
Corps Center with a population of approximately 1000 people. It has stores, churches, gas stations,
restaurants, bank, North Umpqua Ranger Station, elementary school, junior high and high school,
mill, and more.
CLIMATE: Roseburg has a moderate climate with four distinct seasons. Average temperature in
summer is 66 °F with highs to 100 °F, while average temperature in winter is 44 °F with occasional
frost and snow during December, January and February. The average annual precipitation is 35".
Roseburg has one of the longest growing seasons in Oregon.
RECREATION: Recreation opportunities are many in the "100 Valleys of the Umpqua". Roseburg
offers an active youth and adult community sports program; including softball, baseball, soccer, etc.
Four miles from Roseburg is the Roseburg Golf and Country Club, an 18-hole course. Public golf
courses are located within Roseburg and in Sutherlin (12 miles north). There is an active tennis club

4. with indoor and outdoor courts. There also are two performing arts groups and two small performing
arts theaters. There are two movie theaters and two bowling alleys. The local YMCA has two pools,
and Umpqua Community College has an outdoor pool for use by students and members of the public
alike.
Within a 1-1/2 hour drive of Roseburg are both the Oregon Coast and Cascade Mountains, with
numerous trails for hiking and backpacking. Steelhead fishing is popular on both the North and South
Umpqua rivers, along with lake fishing for trout on Lemolo Lake, Diamond Lake, and other high
elevation lakes. The North Umpqua River is world known for its summer steelhead fly fishing. The
North Umpqua River also lures whitewater rafting enthusiasts and floaters to experience its beauty
and excitement each summer.
There is camping at various campgrounds accessible by road along the North Umpqua River and at
the Diamond Lake and Lemolo Lake Recreation Areas. For the hunter, the Forest has several large
elk herds, plus black-tailed deer, bear, and cougar. Crater Lake National Park borders the Forest and
is a two-hour drive from Roseburg. In the winter there is unlimited cross-country skiing around the
Diamond Lake and Lemolo Lake Recreation Areas. Downhill snow cat skiing is available at Mount
Bailey, near Diamond Lake, and several downhill ski areas are within a 2-1/2 to 4 hour drive.
